The Charlotte Area
Transit System (CATS) Human Resource Division is seeking an Administrative
Officer II, Talent Acquisition Specialist, to serve in a cross-functional
position to support and take ownership of the CATS recruitment functions. The
primary responsibility of the talent acquisition specialist is to ensure that
the city of Charlotte and CATS attracts, hires, and retains the best employees
while growing a solid pipeline. The area of focus for this position is to
perform full-cycle recruiting within the CATS department while working collaboratively
with the city's Talent Acquisition Management (TAM) team and CATS HR management
on broad strategies and analysis to support and achieve departmental
recruitment and performance goals. This position requires a strong customer
service orientation with a proactive mindset, attention to detail, and optimal
time management behaviors that allow strong performance in a fast-paced
environment.
Work
collaboratively to manage the full cycle recruitment process for the CATS Department.
Partner
with Human Resources and Hiring Leaders to understand business priorities.
Provide
strategic guidance and support to deliver on talent needs. Conduct consultative
intake meetings, provide weekly status reports, assess risks/challenges, and
drive solution-oriented results.
Manage
job requisitions and post vacant roles as needed to support business needs.
Demonstrate proficiency in using applicant tracking systems.
Ensure
that all job descriptions, requirements, and position objectives are up to date
and accurate based on intake meetings and position needs.
Create
interview guides and applicable pre-screen activities.
Source
and recruit candidates using the city's (ATS) applicant tracking system for
current and future positions.
Screen
candidate's resumes and job applications to create a certified list for hiring
manager submittal and review.
Access
applicant's relevant knowledge, skills, soft skills, experience, and aptitudes
to collaborate with hiring managers to assist in selection recommendations.
Collaborate
with hiring managers and executives to understand the talent needs.
Oversee
the administration of hiring assessments and testing procedures in accordance
with legal standards.
Create a
pipeline of entry-level talent through ongoing relationships and engagement
with universities and school programs.
Assists in administration of
background screening and pre-employment activities required to properly onboard
new employees.
Serves as a backup facilitator for CATS
new hire orientation.
Perform tasks related to new hires,
transfers, and/or temporary assignments.
Serve on Citywide committees representing Charlotte Area
Transit.
Balance a large number of open positions, across multiple departments and disciplines, in a fast-paced environment.
Perform special assignments for the department; prepare
periodic and special reports as requested.
Identify opportunities to improve recruiting processes
and use of sourcing tools.
Maintain and organize candidate files.
Demonstrate knowledge of employee benefits and company policies to share with candidates.
Perform

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
