Summary

The Charlotte Area Transit System (CATS) Chief Resilience & Sustainability Officer will serve as the public face for CATS sustainability efforts, and be responsible for the development, implementation and direction of the departments resilience vision and strategy. This position reports directly to the CATS COO, Transit Deputy Director with alignment to the City of Charlotte’s Chief Sustainability and Resiliency Officer. The City of Charlotte has adopted aggressive sustainability and resiliency action through the 2030 Strategic Energy Action Plan (SEAP) and 2050 Sustainable Charlotte Resolution.  CATS is embarking upon a foundational shift in operations to meet the SEAP goals of 100% electrification of City fleets, including bus, by 2030.  This role will oversee from a sustainability perspective, the transition to electric buses, develop, in alignment with the SEAP, additional sustainability and resiliency initiatives ensuring equity and accessibility for all is prioritized throughout. Incumbent will develop a strategic resilience plan that articulates the vision for CATS, identifies risks, prioritizes goals, as well as to assess, identify and support community needs surrounding such efforts. This position primarily works in office hours Monday through Friday, but schedule may vary and require working varying shifts to meet the business needs of the operation.

Major Duties and Responsibilities

  • Assumes full management responsibility for developing, implementing, reviewing, and updating CATS sustainability program ensuring it is in alignment and following the City’s SEAP. 
  • Oversees development of tools, databases, and other tracking mechanisms to supports sustainability program implementation and assessment – as needed and in alignment with the City of Charlotte’s Office of Sustainability and Resilience. 
  • Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes. 
  • Identify opportunities for improvement and recommend improvement to strategies to strengthen CATS Resilience and sustainability initiatives.  
  • Oversee the development of sustainability strategies accomplishments and short- and long- term plans related to green infrastructure, sustainability transportation and working development and resources. 
  • Partners with the CEO and COO directly on sustainability and resiliency items specifically aligned to CATS transition to electric buses and its relationship with the utility and potential manufacturers. 
  • Oversees Federal, State and Local grant opportunities, working directly with CATS Finance.
  • Oversees and participates in the development and administration of the program budget; approves the forecast of funds needed for staffing, equipment, materials and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
  • Analyses of opportunities, constraints and recommends responses presented by Federal, State, and local energy conservation, green building, green supply chain management, and other sustainability-related regulations and programs.  
  • Identify new initiatives and catalogue lessons learned.
  • Monitor and stay abreast of changing policies to be at the forefront of change. 
  • Develop a CATS Resilience and Sustainability plan in alignment with the City of Charlotte and Regional goals to serve as advocate to oversee and promote interest Develop compelling vision and drive the resilience conversation throughout the CATS Metropolitan service areas. Network and partner with other resilient agencies to develop and exchange programs and activities.  
  • Oversees and develops additional community engagement opportunities in support of CATS efforts around sustainability and resiliency ensuring an equity lens is utilized and prioritized. 
  • Promote, encourage and create a program to communicate CATS resilience initiatives and accomplishments. 
  • Enhance CATS reputation as a leader in the resilience and sustainability arena.
  • Collaborate with business and civic groups, academic institutions, and other local, state and federal agencies for multi-jurisdictional projects.  
  • Research and analyze public opinion and communicate findings to leadership. 
  • Manage Land Use and the Transit - Joint Developments, pedestrian-oriented design, low-impact development, to align climate and equity. 
  • Perform necessary legislative efforts to promote a sustainable and transformational mobility network. 
  • Complete and perform related duties, responsibilities and special projects as assigned.

Preferred Qualification

Advanced degree in Environmental Science or related field

Minimum Qualifications

Requires a bachelor's degree in Business or Public Administration, Urban Planning, Public Policy, Urban Design, Engineering, or a related field and (6) six years of progressive professional experience working in economic development, sustainability based economic development, urban or regional planning, or environmental and/or sustainability programs with supervisory or managerial experience.  Requires a valid driver's license.

 

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
