Storm Water Services' mission is to serve the City of Charlotte by improving surface waters and conveying rainwater safely through well-maintained storm drainage systems. Each year Storm Water Services invests $100+ million in capital improvements and staff manages hundreds of storm drainage improvement projects. Storm Water Services is one of the largest stormwater utilities in the Southeast with approximately 215,000 customer accounts and more than 200 full-time positions.

Summary

This position based in the Real Estate Division is responsible for assisting in the administration of the acquisition of real property. 

Major Duties and Responsibilities

  • Act as acquisition coordinator for Storm Water Services Minor Projects.
  • Project management of easement and fee simple acquisitions by contract and employee acquisition agents.  
  • Ensure the standards and practices of the City of Charlotte are maintained in each real property acquisition.
  • Maintain regular communications with Real Estate staff, city clients (primarily Storm Water Services) and the public.
  • Assist in the preparation and/or review of written reports and requests for City Council action on acquisitions and condemnations.
  • Examine records and reports of right of way projects for technical accuracy.
  • Participate in the budgeting process for acquisition.
  • Assist with the coordination of regular status meetings.
  • Perform other duties as assigned.

  • Ability to review and check the work products of others to ensure conformance to city standards, NC state law, and Federal Guidelines.
  • Excellent training, organizational and time management skills.
  • Excellent written/oral communication skills.
  • Ability to effectively communicate, partner and collaborate with other teams and departments.
  • Proficient in using Microsoft Office products. 
  • Demonstrate successful negotiation skills with external and internal clients.
  • Successful completion of all Storm Water programs demonstrating compliance with all relevant statutory guidelines.
  • Assigned projects completed within established deadlines and with submissions meeting all statutory and divisional requirements.
  • Timely completion and submission of all reports requested by Storm Water and Real Estate leadership and/or the City Manager in a professional and informative manner.
  • Effectively review and/or oversee the review and correction of all project documents, plans and plats within assigned purview before project KO and throughout project duration.
  • Provide necessary input into all policy and procedure development or as requested.
  • Support other major departmental initiatives as required.
  • Support management in the quest to continually improve, generate further efficiencies and departmental improvements.
  • Ability to think autonomously related to project delivery and budget control.
  • A valid driver’s license, a good driving record with the ability to obtain and maintain a City Driving Permit.
  • Specific experience in Transit Right of Way Acquisitions. SR/WA or Declaration of Candidacy.
  • Requires active NC Real Estate Broker’s License and Notary Public appointment.

Preferred Qualification

  • At least seven (7) years related experience required in the right of way acquisition process, real property acquisition in the public and private sector and title examination. Previous project management experience is preferred.  
  • Bachelor’s Degree.

Minimum Qualifications

  • High school diploma or equivalent and seven (7) years of related experience or Associate’s Degree and five (5) years of experience or equivalent combination of education, work experience, and relevant industry/job specific knowledge, skills, and/or certifications may be considered. 
  • Specific experience in Transit Right of Way Acquisitions. SR/WA or Declaration of Candidacy.
  • Requires active NC Real Estate Broker’s License and Notary Public appointment.


Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
