Introduction

The goal of the City of Charlotte’s General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the City in a rapidly evolving and complex environment.  The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money.  General Services consists of capital project management, fleet services, procurement, environmental services, property management, and other support services.

Summary

This is a professional position reporting to the Transportation Program Manager within the General Services Engineering Services Division.  He/She is responsible for performing project management and providing technical services in support of the Community Investment Program. 

Major Duties and Responsibilities

  • Supervise, hire, evaluate and coach professional and paraprofessional engineering staff.
  • Provide expert technical advice, information, and consultation in field of specialty to consultants, contractors, engineers, other City officials, and the public regarding applicable procedures, regulations, and standards.
  • Assist the program manager with planning, implementation, and administration of the division and program projects.  
  • Provide extensive public relations and serve as the project liaison to the public, property owners, media, other government agencies, and other City departments/officials regarding assigned projects.
  • Supervise and provide direction and assistance to consultants.
  • Manage the administrative aspects of assigned projects: negotiates and monitors budget and expenditures.  
  • Update project schedules and monitor progress of project in meeting established schedule.
  • Coordinate with State and Federal agencies for projects with alternate funding sources.
  • Perform special projects as assigned. 

Knowledge, Skills & Abilities

  • Thorough engineering project management experience demonstrating progressive responsibility in civil engineering or municipal capital improvement projects is required.
  • Demonstration of consistent past project management successes.
  • Experience in transportation infrastructure projects and City design expectations is strongly preferred.
  • Thorough knowledge of engineering practices including acumen for technical and design knowledge, as well as development of transportation engineering plans.
  • Familiarity with Federal, State, and Local design standards and specifications.
  • Progressively responsible leadership and organizational experience in project management or program administration with a demonstrated ability to effectively direct and guide teamwork effort. 
  • Effective verbal and written communication skills. 
  • Ability to lead a project team, supervise planning/design staff, and/or serve as a prominent member of a project team.
  • Ability to work cooperatively and collaboratively with other City employees and the public.
  • Effective computer skills including proficiency in Word, Excel, Primavera, Adobe, and MUNIS.
  • Ability to plan, prioritize and organize work and complete assignments with minimal supervision.
  • Excellent communications skills, both verbal and written, and the ability to work well with others. 
  • Attention to detail and the ability to read and understand complex plat/plans.
  • Requires good driving record, valid Driver’s License and a dependable passenger vehicle.  On occasion, attendance at evening meetings may be required.

Preferred Qualification

  • Master’s Degree in Engineering or related field with curriculum founded on the basics of transportation design and construction methods.  
  • Licensure as a Professional Engineer in North Carolina is strongly preferred. 

Minimum Qualifications

Bachelor's Level Degree - Engineering and five years relevant experience.

Conditions of Employment

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
