Summary

This position is responsible for supervision of daily crew work for the Sign Installation group in the Charlotte Department of Transportation Engineering & Operations Division. Work includes installation and maintenance of traffic signs and other related duties. Accountable for operating specialized equipment and a variety of different hand tools.
This position reports to the Field Operations Supervisor and oversees multiple sign installation crews. The Sign Installation Labor Crew Chief II is responsible to maintain performance and production of the crew. The Sign Installation Labor Crew Chief II is required to prioritize, schedule, coordinate, inspect, and maintain quality control for the installation and maintenance of crew work. Position is also responsible to ensure safe work zones/traffic controls on all projects to safeguard worker, pedestrian, bicyclist, and motorist safety.

Position is required to provide effective communication and to provide direct supervision to crew; work collaboratively with other teams; provide continuous improvement of business best practices/processes; evaluate new technology or equipment; and use independent judgement and initiative in daily work.

Major Duties and Responsibilities

  1. Provide direct leadership by coaching, counseling and leading by example. Facilitate an effective and efficient work and team environment.
  2. Provide direct supervision for the Sign Installation group with all job functions, not exclusively supervisory tasks, ensuring all related Sign Installation tasks are completed correctly and efficiently.
  3. Maintain accurate daily work records including maintenance forms, inventory forms, vehicle inspections forms, daily work logs and other information.  Responsible for verification of such records for subordinate staff.
  4. Schedule all Sign Installation assignments to meet division guidelines. Participate in all benchmarking and competition efforts within the Sign Installation section.
  5. Maintain a safe work environment by following established procedures, utilizing personal protective equipment and recognizing and reporting unsafe conditions and actions.
  6. Load and unload materials, supplies, and equipment.
  7. Interpret works orders, plans, sketches, and other related documents to complete work accurately.
  8. Set up temporary work zones and perform work in medians.
  9. Lead inventory counts of parts, equipment, or materials to maintain appropriate record of stock levels and identify restock needs.
  10. Attend field meetings as required, including but not limited to daily safety tailgate and daily job briefings.  Facilitate or lead meetings as required.
  11. Act as the first point of contact for emergency calls and make decisions on how to resolve issues and take appropriate action within the established guidelines.
  12. Evaluate crew performance through the Performance, Review and Development (PRD) system.
  13. Assist with recommendations on hiring, promotions, and disciplinary action for the Sign Installation group.
  14. Use excellent customer service skills to establish and maintain effective working relationships with other employees and all members of the general public.
  15. Work with other Department and City Staff to define, discuss and outline responsibility areas for projects.
  16. Perform related duties and work as required.

Knowledge, Skills & Abilities

  • Ability to read and write.
  • Ability to follow oral and written instructions. 
  • Ability to obtain and maintain a City Driving Permit. 
  • Ability to perform heavy manual labor for extended periods, sometimes under unfavorable weather conditions. 
  • Ability to use specialized equipment (i.e., bucket truck, hydraulic drills, chain jacks, strap jacks, lashing machines, air compressor, core drill, bucket buddy, voltmeter, voltage tester, soldering irons, heat guns) and hand tools used in traffic operations. 
  • Administrative & Clerical – knowledge of administrative & clerical procedures and systems such as: word processing, managing records and data, adhering to confidentiality policies, and other office procedures. Knowledge of business management principles involved in planning, supporting leadership, office management, procedures, systems, software, equipment, and coordinating resources. 
  • Building & Construction – Knowledge of the methods, materials, tools, and practices involved in the construction and repair of traffic control devices such as signs, signals, and pavement markings. The knowledge of the equipment and materials used in each Traffic Operations crew. 
  • Communication – Ability to convey information effectively through speaking and writing; understanding information received from others. Knowledge of business English, spelling, punctuation and business mathematics. 
  • Computer Technology Skills – computer and typing knowledge; including proficiency in Microsoft Office Suite, particularly Outlook, Excel, and Word. (or comparable programs, with the ability to learn Microsoft programs within the first year of hire). Has capacity to learn and is familiar with HR computer programs such as HRIS (PeopleSoft, Kronos,) ATS (JobAps), Employee Training (MySuccess) and Personnel Financial data via software such as: ERP (Munis, Tableau) or other related systems. 
  • Customer and Personnel Service – Knowledge of the principles and processes for providing customer service, meeting quality standards, and evaluating customer satisfaction. • Decision Making Skills and Problem Sensitivity– Efficiently and effectively make choices, considering factors such as cost, benefits, and political implications of potential actions. The ability to assess when something is wrong, or likely to go wrong; recognizing there is a problem that needs a solution. 
  • Technological & Computer Skills – computer and typing knowledge; including proficiency in Microsoft Office Suite, particularly Outlook, Excel, and Word. (Or comparable programs, with the ability to learn Microsoft programs within the first year of hire). Has capacity to learn and is familiar with computer programs such as PeopleSoft, Kronos, CityWorks, Munis, and SuccessFactors.
  • Organization - ability to maintain accurate and organized records or files in a way that can be effectively accessed and remain confidential if necessary; organize and reconcile data; ability to follow through with self-audit of work to ensure accuracy.   • Safety and Work Hazards - Knowledge of work hazards, safety precautions and OSHA regulations. Knowledge of OSHA regulations in ensuring proper storage of chemicals, solvents, paints, or other hazardous materials. Ability to follow established safety procedures including use of personal protective equipment. Knowledge of hazards and safety precautions involved with working with electricity.
  •  Leadership and Supervision - Ability to direct, assign, supervise, and evaluate work of others. Ability to demonstrate integrity and accountability. Ability to analyze data for future needs and integrate short-term objectives with long-term strategies as directed by management. Ability to follow oral and written instructions. 
  • Teamwork & Working Relationships - Ability to establish and maintain effective working relationships with superiors, vendors, co-workers, contractors, and other internal or external customers.   • Technical Knowledge – Considerable knowledge and understanding of the City/Department of Transportation policies, regulations, procedures or the ability to acquire within first year of hire. Ability to read and interpret prints provided by traffic engineers. Knowledge of methods, materials, tools and standard practices for the installation, operation and maintenance of traffic sign and supporting systems. Knowledge of and ability to apply the Manual on Uniform Traffic Control Devices (MUTCD). Knowledge of hazards and safety precautions involved with working in and around heavy vehicle traffic.

Preferred Qualification

  • IMSA certification for Work Zone Safety and Sign & Marking Level I, or ability to obtain within one year of hire. 
  • Experience with work hazards, safety precautions, and OSHA regulations preferred. 
  • Computer experience including desktop computer or tablet. Examples of preferred computer experience include but are not limited to: Work & Asset Management System, Cityworks, data entry, spreadsheets, Word documents, Outlook calendar and email. 
  • GPS data knowledge recommended. 
  • Demonstrated leadership or supervisory experience.

Minimum Qualifications

  • High School Graduate or Equivalent and five (5)  years relevant work experience

Salary

  • $42,574.00 - $53,217.00; Commensurate with experience.
