Summary
Under minimal supervision, the Rail MOW Maintainer (Signals) will
perform complex and specialized troubleshooting (both electrical and
mechanical), preventative and corrective maintenance, and overhauls of rail
transit equipment and associated sub-systems.
This equipment includes, but is not limited to, train to wayside
communications, vital controllers, automatic train protection, vital track
circuits, rail switch machines, grade crossing equipment, signals, public
address systems, telephones, and passenger information systems. The Rail MOW
Maintainer Lead (Signals) will be responsible for inspecting and assuring that
all vital equipment works in a fail-safe mode.
This position requires the ability to learn and teach/mentor other Train
Control Technicians in specialized testing and troubleshooting equipment. The Rail MOW Maintainer Lead (Signals) will
provide emergency guidance/response. The Lead will be called upon to support or
lead other areas regarding Light Rail service, special events, streetcar, and
public safety and service. Perform testing and troubleshooting of specialized
electrical and electro-mechanical equipment.
Major Duties and Responsibilities
- Works with and leads other members of the Maintenance of Way workforce and all related vocations to provide safe and reliable equipment for daily revenue service
- Responds to rail system emergencies that involve major service delays and serious equipment failures
- Renders whatever remedial actions are needed to restore revenue services
- Ensures that technicians follow and adhere to Maintenance of Way standards, policies, and procedures applicable to the day-to-day operations of revenue service
- Complies with and enforces all safety recommendations / regulations set forth by CATS, FRA, OSHA, IEEE, FTA and NCDOT
- Leads efforts in generating comprehensive operational and maintenance procedures that ensure accurate, complete technical guidance and safety to employees and equipment
- Utilizes computer-based maintenance and material management system
- Assists in training and mentoring of other Maintenance of Way personnel
- Exhibits professional conduct while working cohesively with other CATS and City departments, as well as contractors and utility companies
- Will respond to accidents, train control related issues along the alignment, rail system emergencies and provide any needed support for maintenance of way needs
- Direct shifts on an as-needed basis, working any shift as needed, and performing other duties as required
- Position requires decision-making skills, leadership, accountability, problem-solving, monitoring processes, work assignment and proper material usage
- The individual will give input that contributes to performance of evaluations of employees to the supervisor
- Have a thorough knowledge of the existing CATS train control and communications system
- Have a basic working knowledge and basic troubleshooting capability for all aspects of OCS, Track and Traction Power systems
- Work cohesively with other CATS and City departments, as well as contractors and utility companies
- All other job-related duties as assigned
Knowledge, Skills & Abilities
- Repairing and maintaining complex digital, electrical, electronic and electro-mechanical systems and their components down to the lowest replaceable unit
- Must possess a CDL Class A or B license
- Must be able to obtain and maintain a City Driving Permit throughout employment
Essential Duties

- Positions in this classification are considered "Safety Sensitive" under Federal Transit Administration (FTA) drug and alcohol regulations
- Must be determined to be fit for duty at all times while performing job functions
- Must have the ability to communicate effectively and clearly in English both orally and in writing
- Must be able to meet the physical requirements and knowledge successfully, skills and abilities listed
- Must have the ability to document work on logs, spreadsheets, documents and forms and utilize computerized maintenance terminals, personal laptop and handheld computers
- Must be computer literate and can adapt to the use and understanding of existing software and future upgrades
- Must be able to troubleshoot to the lowest replaceable component
- Must have the ability to capably use all tools of the trade as well as standard shop equipment
- Must complete all training assessments and maintain qualifications where required
- Must be available to work irregular hours and shifts depending upon the needs of CATS
- Must be available to respond to emergencies on a 24 hour, 7 days a week basis

General Information
- This position is considered "Safety Sensitive" under FTA guidelines and will be subject to random drug and alcohol tests.
- The only applicants that will be considered for an interview are those that successfully pass the skills assessment, complete the MOW qualifications program and meeting the internal promotion criteria.
- Successful completion of CATS MOW inspection, testing and maintenance training and qualification program to be considered
Preferred Qualification
- Experience in the maintenance of light rail train control and communications
- Military and completion of an apprenticeship in the trade with three years of journey-level experience in the inspection, testing, maintenance, and repair of electrical, electronic and communications systems will be considered and are encouraged to apply
Minimum Qualifications
High School diploma/GED
with five (5) years of relevant work experience or an Associate's degree with
three (3) years of relevant work experience; or an equivalent combination of
education and relevant experience that provides the necessary knowledge, skills,
and abilities to perform the essential job duties successfully
Salary
- $67,038.00 - $87,986.00/year (Commensurate with Experience)
