Summary

The Maintenance of Way (MOW) Manager will be directly responsible for planning the safe, effective, efficient maintenance, repair, and servicing of various systems, sub-systems of CATS light rail (i.e. track, traction power, overhead catenary system, signal, and train control and communications equipment). The Manager will oversee all MOW daily activities and processes to ensure compliance with all Federal, State and City rules, regulations, standards and industry best practices. The Manager will be responsible for hiring and training of maintenance personnel, the development and implementation of MOW maintenance procedures (i.e. corrective maintenance, preventive maintenance, emergency maintenance, heavy repair, equipment & component repair, accident repair and illustrated parts catalog of parts and materials needed to maintain system in a "state of good repair" etc.,) and the integration of safety practices in all MOW maintenance activities. The position will report to the General Manager of Rail Operations and is classified as security and safety sensitive.

Major Duties and Responsibilities

Directs the Rail MOW workforce and all related functions to ensure dependable and effective rail systems and equipment needed for safe and reliable daily light rail operations. Rail MOW responsibilities include the maintenance and repair of track and right-of-way, overhead catenary systems, traction power substations, train control equipment and communications equipment.

Works closely with Rail Transportation, Rail Maintenance, Rail Parts and Warranty, Rail Facilities and Amenities, CATS IT, Development, Quality Assurance and the Systems Engineer to ensure safe, on time service delivery to customers.

Responds immediately to all rail system emergencies that involve or could create rail service delays, vehicle accidents, property damage and/or personal injuries.

Develops and maintains effective Rail MOW preventive maintenance standards, programs and records in compliance with "industry best practices, APTA standards, IEEE, AREEMA standards.

Assists in the development of all MOW employee training programs to establish and maintain the skills levels required by the workforce.

Assists in the acceptance and testing of new rail systems, subsystems and equipment, including the review and development of specifications, field visits, as well as integrated testing, acceptance and safety certification activities.

Prepares work plans, reports, schedules, budgets and performance reviews.

Develops MOW budgetary requirements and assists in the preparation and monitoring of operating and capital budgets.

Works with consultants, vendors, various, internal & external departments and agencies, along with CATS Procurement, Finance, Warranty and Parts tracking materials, supplies, parts and equipment usage to ensure adequate inventories are available to perform required maintenance/repair and support functions.


Supports the efforts of developing effective and cooperative work teams by modeling, supporting and otherwise recognizing productive, employee development and performance behaviors.

Monitors and evaluates staff performance and provides feedback and coaching.

Assists in the investigation of incidents and replying to public complaints regarding light rail.

Represents Rail Operations in various activities and functions as assigned.

Assist in the development of "project management" plans related to all contracted out work in regards to maintenance of way systems and subsystems

All other job-related duties as assigned.

Knowledge, Skills & Abilities

Demonstrated knowledge of rail systems maintenance requirements.

In depth knowledge of rail transit systems and equipment maintenance practices.

Demonstrated skill in budget preparation and management.

Demonstrated strong interpersonal skills including the ability to relate and communicate effectively with all levels of the organization as well as with the general public.

Demonstrated ability to manage, plan, supervise, train, evaluate, and motivate staff.
