Overview

The City of Charlotte’s Department of Transportation (CDOT) is seeking a leader with a demonstrated commitment and passion for collaboration, community engagement, and innovative thinking to shape our mobility planning initiatives. 

Charlotte is one of the fastest growing cities in the nation and is a leader in mobility investment that integrates land use with multi-modal transportation choices.  The City of Charlotte recently adopted an ambitious vision (the Charlotte Future 2040 Plan) and is actively developing several key initiatives to implement this plan including a complete update of our zoning and development ordinances into a Unified Development Ordinance (UDO) and a new Strategic Mobility Plan. 

Summary

The Transportation Planning Section Manager leads a team of 7 planners and engineers responsible for planning Charlotte’s future mobility investment. This team collaborates across departments, partner agencies and the community to achieve multi-modal solutions that shape our rapid growth and development. Critical responsibilities of this Section include the development and updating of our Strategic Mobility Plan, the development and review of the transportation elements of our UDO, and the development and programming of $60 to $80 million in locally funded multi-modal capital projects annually.

Major Duties and Responsibilities

Transportation Planning:
1. Develops long-range transportation policy, plans, programs, projects and initiatives.
2. Leads the development and implementation of the City’s Strategic Mobility Plan
3. Leads the review and implementation of the transportation elements of the Unified Development Ordinance (UDO).
4. Manages the planning, programming and prioritization of capital transportation investment projects (CIP) and a 10-year Community Needs Inventory (CNI) to achieve the City’s policy goals as adopted in the 2040 Comprehensive Plan and Strategic Mobility Plan.
5. Maintains and expands collaborative relationships with other city and county departments/agencies (in particular the Charlotte Planning, Design and Development Department and the Charlotte Area Transit) and other CDOT Divisions/staff to advance on-going initiatives to integrate transportation and land use planning.
6. Manages and participates in regional transportation planning activities associated with the Charlotte Regional Transportation Planning Organization (CRTPO).


Section Management & Leadership:
1. Builds and fosters a professional environment that reflects a high value on internal and external customer service, collaboration, preparation, work quality, and appropriate professional behavior.
2. Establishes and manages the vision, workplan and project priorities for the Transportation Planning Section.
3. Manages, supervises and mentors 7 transportation professionals and staff, identifying and targeting areas of growth and professional development, and providing regular leadership and direction to staff on projects and initiatives.
4. Directs and manages staff and consultant teams in the research and preparation of reports, proposals, and plans on complex issues.
5. Assists the Planning and Design Division Manager in preparing budgets, work schedules, performance evaluations, administrative reports, and other general management tasks.
6. Performs all other duties as assigned.

Community & Stakeholder Engagement:
1. Establishes and leads a proactive community engagement strategy for transportation planning initiatives and projects, actively engaging and developing collaborative relationships with stakeholders, community groups, and public/private agencies to successfully implement the City’s transportation policies and programs.
2. Supports Department Leadership in responding and engaging with City Council and the City Manager’s Office on transportation planning initiatives and projects.
3. Makes presentations to City Council, the community and professional peers on transportation initiatives and growth-related transportation issues.

• Ability to establish and maintain effective public relations and working relationships
• Ability to communicate effectively both orally and in writing
• Ability to integrate land use, urban design, and multimodal transportation perspectives in review, coordination, and development of public improvement projects
• Ability to use common desktop computer applications for word processing, spreadsheets, presentations, publishing, electronic mail, internet research, communications, etc.

Preferred Qualification

• Certified Planner (AICP) or registered Professional Engineer (PE) strongly preferred.
• 7 years experience in transportation planning or engineering project management in a large, rapidly growing urban area – three of which should include managing, supervising and mentoring staff.

Minimum Qualifications

Bachelor's Degree in transportation planning, urban planning, public administration, architecture, landscape architecture, civil engineering, or a related field and (7) seven years of relevant work experience

OR

Master's Degree with (5) five years of relevant work experience

$86,843.00 - $108,553.00 / Year; Commensurate with experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
