Function

This position coordinates content management projects and serves as a team leader, member, and liaison for various departments and projects.

Summary

Work involves coordinating and managing technology projects; analyzing business processes; providing application, technical, troubleshooting, and operational support for the Charlotte Water SharePoint content management platform; creating and submitting various documentation; completing hardware and software purchases; reviewing project proposals; determining project goals, timelines, and other important requirements; specifying goals and strategies; allocating duties to project personnel; tracking expenditures; developing scripts; maintaining servers; configuring equipment and software; providing end user support, documentation, and training; and preparing status reports. This position also manages vendor relations; oversees customer support; directs the work of others as assigned; and implements new features in order to support the business strategy and goals. 

Major Duties and Responsibilities

Performs business analysis cooperating with customers; identifies scopes of software projects; researches problems; documents customer solutions; creates and submits necessary documentation; reviews potential funding sources; creates and allocates service requests; reviews and approves proposed solutions; monitors and enforces agreed upon service levels; and evaluates customer satisfaction.  
Work directly with divisions and sections to develop site content and framework for document management, as well as increase user adoption. 
Analyzes and designs solutions; performs research on related technologies; coordinates design sessions; conducts meetings; assists with design and development processes; and reviews technologies for integration points.  
Performs quality assurance; develops and approves test plans; documents defects; executes and documents test plans; tracks test issues and resolutions; and performs regression testing.  
Handles implementations by collaborating with the technology team and customers; cooperates with training personnel; assists technical writers in document organization; enforces policies and procedures related to technology systems; and evaluates and recommends technology solutions.  
Administers and supports various applications (such as CCTV, AutoCAD) and various equipment (such as printers and large format plotters).  
Administers assigned systems; provides technical support; maintains technical documentation; troubleshoots problems; creates user guides; and trains users. 
Manages projects by: generating project plans; determining project goals and strategies; identifying milestones; assigning duties and responsibilities to personnel; monitoring and obtaining status updates; coordinating resources; maintaining a high-level of customer service; tracking expenditures; managing vendor relations; obtaining quotes; generating the necessary documents; and reviewing project proposals. 
Developing and updating electronic forms and workflows 
Create SharePoint content such as sites, lists, external content types and libraries and maintain user permissions 
Coordinate with the data management team on SharePoint solutions to facilitate integrated reporting and data access across all Charlotte Water business solutions. 
Work with Charlotte Water records manager to maintain SharePoint Retention workflows on site content and to promote a common taxonomy Coordinate with I&T SharePoint Administrators to facilitate the update and configuration of third-party integrated applications and external data connections. 
Supports the development and implementation of SharePoint governance, policies and procedures that support the use and management of business solutions. 
Recommends changes in related policy and procedures. 
Collaborate with the Charlotte Water business systems teams and the data management team to enable access to consolidated, or integrated, content from across the organization within SharePoint. 
Develop end user reference materials, i.e., documents, videos and web content 
Troubleshoot and resolve end user issues 
Installs, implements, and maintains software. 
Maintain and learn new skills that drive innovation, enhance systems capabilities and promote more sustainable, extensible solutions. 
Directs the work of assistants, interns, or temporary employees on occasion. 
Performs other related job duties as assigned. 

Knowledge, Skills & Abilities

Knowledge of Microsoft 365, SharePoint and SharePoint management tools such as SharePoint Designer, InfoPath Designer, ShareGate and ShortPoint. 
Understanding of established SharePoint governance, to include existing information architecture, permission management, and style guide. 
Knowledge of SharePoint content types, site columns, external content types, lookup columns, term store and workflows. 
Knowledge of a wide range of information technology methods and procedures, including those regarding systems life cycles and systems development. 
Knowledge of systems integration approaches and solutions for SharePoint. 
Ability to integrate SharePoint with other document/records management systems. 
Knowledge of multiple computer programming and scripting languages.
Knowledge of SharePoint Online, Microsoft 365 and the Power Platform 
Skill in writing business requirements, functional requirements, and technical requirements that are easily understood.                  
Ability to gather, interpret, and translate customer business needs into application and operational requirements.                                                        
Ability to communicate technical expertise to all levels of technology and management.  
Ability to consider the business implications of the application of technology to the current and/or future business environment.  
Ability to test and evaluate computer systems to determine efficiency, reliability, and compatibility with existing systems.   
Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.

Minimum Qualifications

Bachelor's degree in a general professional or technical field from an accredited school. 
Five (5) years of directly related work experience. 
 
Licenses, Certifications or Registrations:  
Requires a valid driver’s license. 

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
