Summary

The General Manager (GM) of Transit Safety and Security is responsible for ensuring enforcement of safety and federally administered compliance regulations for the Charlotte Area Transit System (CATS). Reporting to the CEO/Director of Public Transit, this position serves as an integral member of the Leadership Team to ensure effective interfaces and integration of activities with other organizational sections. The position involves planning, organizing, coordinating, and directing safety and security personnel in the performance of safety and security functions. The GM provides oversight of a contracted security force consisting primarily of company police officers and a Charlotte-Mecklenburg Police Department (CMPD) Transit Liaison unit. Works closely with other City departments, emergency management and CMPD to coordinate special event plans to ensure the safe operation of transit services and facilities.

Major Duties and Responsibilities

  • Directs the overall management of the safety and security functions and programs for CATS.
  • Develops and manages comprehensive safety and security administrative processes for rail, bus, paratransit services, and facilities.
  • Takes a proactive approach in the implementation of all aspects of the State Safety Oversight program standards, FTA regulations 49 CFR Part 673 and 672,  the Transportation Security Administration, and the Department of Homeland Security.
  • Preparation and implementation of Safety Management System (SMS) and the agency safety plan (ASP). 
  • Review safety plans, unacceptable safety hazards, and corrective action plans. 
  • Conduct investigations and audits
  • Responsible for implementing, monitoring, and managing the Safety Management System (SMS) throughout the CATS Divisions in accordance with the North Carolina Department of Transportation ( NCDOT) and the Federal Transit Administration (FTA) requirements; identifying safety management implementation system issues and concerns and address these effectively with agency stakeholders.
  • The incumbent will act as the Chief Safety Officer (CSO) who engages all CATS employees on the CATS Public Transportation Agency Safety Plan (PTASP), ensures regular training sessions occur along with regular safety communications follow-up, develops and maintains a CATS-wide safety performance process, and manages the employee safety reporting program while working with the City's risk management program. 
  • Works with the City's Risk Management Division overseeing CATS Hazardous Materials Management Program and coordinating accident and incident investigations.  
  • Conducts Light Rail Fare Compliance exercise, prepares periodic safety certification status reports; maintains and implements the SSPP, SSP, and Safety Certification Plans; integrates safety principles in all planning and operational activities. 
  • Directs and supervises safety and security management and administrative personnel in safety and security functions.  
  • Coordinates security, safety, and related functions, including implementation of driver training, safety program, OSHA, accident investigation/accident reduction, and compliance with federal, state, City, and CATS regulations.  
  • Directs and conducts the investigation of accidents and incidents and oversees the preparation of root cause analysis reports to identify causal factors and recommendations.  
  • Ensures CATS facilities comply with federal, state, and local safety regulations and standards, including environmental regulations, NFPA and Fire Codes.
  • Develops and monitors the safety budget and recommends capital safety improvements through the capital budget.  
  • Identifies, secures, and manages specialized grant funding (e.g., through DHS grants and other federal and state programs).
  • Develops and prepares standard operating procedures related to the safety and security of various systems, operations, and regulatory issues.
  • Supports all CATS divisions by recommending training and distributing information on all matters related to operational safety and security and worksite safety and security.
  • Conducts and performs drills to ensure and validate the emergency response.  
  • Serves in an "On-Call" status to respond to emergencies and incidents/accidents.
  • Engages employees by directing safety outreach campaigns, safety committees, and safety recognition programs.
  • Evaluates safety processes through preliminary hazard analysis and formulates solutions to improve effectiveness and reduce incidents.
  • Represents the agency in various capacities as assigned.
  • Performs other duties as assigned.

Knowledge, Skills & Abilities

  • Must have a current Public Transportation Safety Certification Training Program (PTSCTP) Certification as required under the Federal Transit Administration Final Rule in 49 CFR Part 672 and the FTA Transit Safety and Security Program (TSSP) Certificate
  • Knowledgeable of Federal Transit Administration Final Rule in 49 CFR Part 673
  • Advocates and promotes a strong safety and security culture within CATS with regard to transportation services, capital programs, facility operations and maintenance, worksite procedures, employees, and customers.  
  • The incumbent is expected to exercise considerable latitude and independent judgment within department policies, procedures, objectives, management direction, principles, and practices.
  • Knowledgeable of "all hazards" emergency management processes.

Minimum Qualifications

Requires an Associate's degree earned from an accredited college or university in Occupational Safety, Transportation, Safety Engineering, Construction Management, or a closely related field, with ten (10) years of experience related to the safety and security aspects of the operation of bus and/or rail systems, including responsibility for construction safety oversight programs, project planning and implementation, monitoring of safety, fire protection, OSHA regulations, and environmental activities;   

 or  

Bachelor's degree earned from an accredited college or university in Public Administration, Business Administration, Occupational Safety, Construction Management, Safety, or a closely related field with seven (7) years of experience related to the safety and security aspects of the operation of bus and/or rail systems, including responsibility for construction oversight programs, project planning and implementation, monitoring of safety, fire protection, OSHA regulations, and environmental activities.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
