Function

This position manages the Backflow Prevention Program as required as part of the Charlotte City Code and in accordance with the Federal EPA Safe Drinking Water Act. 

Summary

Work involves supervision, advising, and management of various staff to administer portions of the Backflow Program related to the compliance of City Code for associated activities, review of Building Code Enforcement Plans, and maintenance of records as required by Federal/State regulations. Position provides a supportive role in case of emergencies; and identifies and meets training and educations needs of the backflow prevention program.

Major Duties and Responsibilities

Communicates with employees, contractors, customers, developers, and general public as necessary.
Interacts and coordinates with interoffice departments, City wide departments, and government agencies concerning backflow installations, reviews, and approvals to serve private development.
Manage activities and supervise staff involved with conducting inspections of all backflow installations requiring compliance on metered connections with the Charlotte water system.
Monitors and advises the management and supervision of Customer Service Division staff to administer portions of the Backflow Program.
Provides a Backflow Tester Certification from the City of Charlotte for local contractors wanting to provide testing services to customer base.
Administers compliance actions for department assuring that customers comply with code requirements.
Investigates and evaluates various technical problems; ensures compliance with the City code and other state and federal regulations. 
Makes final approvals/determinations on special or complicated issues.
Maintains applicable licenses and registrations related to backflow prevention; maintains most current information and knowledge on backflow prevention issues and regulations.
Coordinates and maintains backflow prevention assembly testing certification/ recertification training.
Supervises and coordinates work activities of assigned staff; assigns work, monitors status of work, and inspects completed work; participates and provides input in staffing decisions relative to hiring, firing, discipline, and promotional opportunities; evaluates performance; mentors staff; and aids with career development.
Supports interdepartmental teams as required.
Performs other related job duties as assigned.

Knowledge, Skills & Abilities

Knowledge of Federal and State rules governing public water systems.
Knowledge of municipal management of backflow prevention program.
Knowledge of department-oriented software such as Cityworks, Accela, GIS, and Munis.
Skill in supervising work group with diverse responsibilities and performance measures.
Skill in communicating, both verbally and in writing.
Skill in working with Microsoft Office, including Excel and word.
Skill in applying customer service methods.
Ability to demonstrate composure under tight deadlines.
Ability to read, interpret, and redline plans.
Ability to apply independent judgment.
Ability to create and maintain spreadsheets, charts, and graphs.
Ability to obtain City driving authorization.   

Preferred Qualification

Five (5) years of work experience with water treatment and/or distribution and operations. 
Backflow Tester Certification issued by UF TREEO or USC FCCCHR.
Backflow Instructor Certification issued by UF TREEO.

Minimum Qualifications

Bachelor’s degree in environmental science, biology, engineering or another related technical field.
Five (5) years of related work experience preferably with experience in water treatment and/or distribution and operations. .

Licenses, Certifications or Registrations: 
Requires a valid driver’s license with an acceptable driving record.
Requires a NC Water Operator’s License as a Certified Operator of Responsible Charge for Cross Connection issued by NCWTFOB.
Desires Backflow Tester Certification issued by UF TREEO or USC FCCCHR.
Desires Backflow Instructor Certification issued by UF TREEO.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
