Overview

The Finance Department partners with customers to achieve their service goals through sound management of finances. Finance provides strategic financial planning, accounting and reporting services to the city, processes citywide accounts payable and accounts receivables, manages the investment of city funds and issuance of debt instruments, and provides risk control and prevention for the city. 

Summary

Reporting to the Chief Risk Manager, Risk Management Financial Coordinator performs the accounting functions for the Finance/Risk Management Division which include: preparing annual fund budgets, supervising the claim payment process, accumulating and reporting financial information, and reporting historical loss information and exposure data. 

Major Duties and Responsibilities

Performs the accounting functions for the division including paying invoices, monitoring budgets, billing for services and preparing journal entries.
Responsible for the claim payment process. Supervises the Accounting Technician and performs those duties when necessary.
Responsible for invoicing or preparing journal entries to charge City departments, Mecklenburg County, Charlotte Mecklenburg Schools (CMS), Charlotte Regional Visitors Bureau (CRVA), and the Library, for insurance. 
Designs and customizes management reports to satisfy needs and requirements of the division.  Performs special assignments on sensitive and complex issues; prepares and reviews reports on special assignments.
Accumulates and provides financial information to the Financial Reporting Division for the year-end financial statements. Assists that Division in the preparation of working papers, footnotes, confirmations and analyses of the Risk Management funds. May assist in preparation of the Risk Management financial statements.
Responsible for various banking duties, including Positive Pay requirements.
Prepares annual budgets and analysis for multiple funds. Prepares cost allocation schedules for each.
Attends Board meetings as requested, responding to specialized trends/accounting concerns.
Accumulates and provides historical loss information for the City, County and CMS to outside actuaries.  Accumulates loss exposure information and reviews for reasonableness. Reviews the projections and assumptions contained within the final report.
Keeps abreast of current trends and regulations within the accounting field 
Verifies with the claims database administrator on the function and operation of related claims reports
Performs related duties as required.

Knowledge, Skills & Abilities

Thorough knowledge of the principles and practices of fund accounting  and the related systems.  
Extensive experience with Microsoft Excel.
Ability to analyze and report on financial transactions.
Ability to prepare governmental budgets and track expenditures.
Ability to discern internal control deficiencies and implement improvements.
Ability to plan and supervise the work of subordinate employees.
Ability to communicate clearly and concisely orally and in writing.
Ability to keep and maintain records and to prepare and submit accurate reports.
Ability to establish and maintain effective working relationships.
Working knowledge of database software.

Preferred Qualification

Master’s degree in an accounting-related discipline
Three or more years of relevant experience
CPA designation

Minimum Qualifications

Bachelor’s degree in an accounting-related discipline

Five or more years of relevant accounting experience

$77,605 - $97,006 depending on experience.

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
