This position performs plan reviews, prepares
quotes, and maintains records for new water and sewer service connections for
Charlotte Water.
Work involves reviewing commercial site utility plans for quote preparation; reviewing NCDOT encroachment exhibits; reviewing private water distribution plans; reviewing record drawings; determining and approving backflow placement during the vertical phase of construction; ascertaining changes that need to be made; enforcing CLT Water requirements for backflow prevention; reviewing permit applications for projects, including alterations, renovations, and change-of-use projects; researching information; and assisting customers. This position prepares and updates progress reports; visits sites when needed; and coordinates final approvals of changes in design affecting projects, hence protecting the public water system.
· Conducts plan reviews of new service site plans, NCDOT encroachments, and private water plans delegated to Charlotte Water from NCDEQ; conducts commercial site utility plan reviews; and ensures compliance of state and Charlotte Water standards.
· Reviews permit applications
submitted for commercial and multi-family construction projects, including
alterations, renovations, and change-of-use projects for existing buildings.
· Communicates with engineers
throughout the plan review process until plans are accepted.
· Prepares for quotes for
connection fees based on approved new service site plans.
· Makes site visits for
evaluation of service placements; provides on-site assistance.
· Conducts information research
as needed.
· Maintains and keeps records of
site plans and NCDOT encroachments in project management system; prepares
letters for private water plans.
· Works with code officials and
jurisdictions in a multi-agency permitting process involving formal project
application review, formal preliminary plan submittal meetings, scheduled and
unscheduled electronic plan reviews, and direct customer plan review
activities.
· Provides customer assistance
and information to individual homeowners (re. irrigation systems), contractors,
engineers, architects, developers, etc. via in-person contact, email, and
telephone calls.
· Attends department meetings and
required training.
· Performs other related job duties as assigned. to changing goals, priorities, and needs.
§ Desires Certified Backflow Prevention Assembly Tester credential
from UF-TREEO.
Bachelor’s degree in engineering or a related field and three (3) years of related plan review experience.
OR Associates degree in engineering or a related field and five (5) years of related plan review experience.
OR equivalent combination of education and relevant experience that provides the necessary knowledge, skills, and abilities to successfully perform the essential job duties.
Licenses, Certifications or Registrations:
Desires Certified Backflow Prevention Assembly Tester credential from UF-TREEO.
