Introduction

Storm Water Services maintains and improves stormwater infrastructure within the City streets and rights-of-way.  Staff currently manages more than 400 storm drainage improvement projects.  Storm Water Services invests millions in capital improvements throughout our community each year.  Storm Water Services is one of the largest stormwater utilities in the Southeast with more than 200,000 customer accounts about 200 employees.

Summary

This position is based in Storm Water Services and will support the development and maintenance of a comprehensive asset management program through performing GIS analysis, data management, data entry; and performing inspections of culverts, conduits, drainage structures, bridges, waterways and other drainage features, including providing accurate descriptions of observations to protect investments and public safety. 

Major Duties and Responsibilities

  • Supporting and performing the primary role of inspections and inventory of culverts, bridges, pipes, structures, waterways and other drainage features to identify damage or deterioration, and ensure compliance with approved plans and specifications.  Inspection involves taking measurements, photographs, and recording various attributes in a digital report format.
  • Scheduling, attending, and reviewing video inspections of drainage features and documenting observations.
  • Managing confined space entry documentation.
  • Certifying inspection forms.
  • Identifying and prioritizing drainage features for investigation.
  • Entering work orders, accurately summarizing inspection findings, supporting field and office investigation efforts, and supporting investigators and engineers with any follow up actions requested related to the inspection completed.
  • Reporting immediate or emergency needs and coordinating with appropriate agencies.
  • Creating, editing, maintaining, querying, data analysis / analytics, python coding, and other tasks in ArcMap.
  • Collecting field data, consistency checks, and data management.
  • Researching and compiling information on completed projects, investigations and inspections.
  • Developing dashboards and other reporting tools, in addition to coordinating data submissions and maintaining data quality.
  • Supporting other teams within the division with tasks such as inventory, pipe video inspections, investigations, data entry, data research, record keeping, coordination, and other needed support activities.
  • Performs other duties as assigned

Knowledge, Skills & Abilities

  • Must be able to print legibly, read and interpret design plans, visualize details, draw technical sketches and operate electronic devices such as cameras, tablets, rovers, and GPS equipment.
  • Must effectively use measuring devices such as rulers, tapes, protractors, calipers, levels, etc.  
  • Must understand hazards and exhibit a serious attitude towards safety precautions.
  • Ability to read, understand and interpret design plans and specifications.
  • Excellent organizational skills.
  • Good communication skills, both verbal and written with the ability to effectively communicate with the City, contractors and the public in order to exchange information and offer outstanding customer service.
  • Ability to work cooperatively with other City employees and the public.
  • Ability to plan, prioritize and organize work and complete assignments with minimal supervision.
  • Ability to apply conflict resolution techniques.
  • Must be able to take initiative and practice good judgment to complete assignments.  
  • Demonstrated skills in innovation and adaptive management for problem solving.
  • Team oriented and problem-solving skills, serving in roles of listener, leader and follower.
  • Effective presentation skills for local, state and national opportunities.
  • Possession of a valid driver’s license, dependable passenger vehicle, good driving record and ability to receive and maintain a City Driving Permit.

Preferred Qualification

  • Bachelor’s Degree in civil engineering, geography, cartography, environmental science or related field.
  • Experience with ArcMap, Cityworks, ESRI Insights, and Python programming.

Minimum Qualifications

Associate degree in a related field and one year of related experience or equivalent combination of education, experience and skills to perform the essential duties of the position.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
