Summary

The Operations Data Management Analyst is a cross-functional position providing guidance and support to the Operational Divisional functions within the Charlotte Area Transit System (CATS). Primary duties include managing and reporting results of special projects, analyzing and evaluating division-wide activities and metrics to ensure that appropriate resources are available and are being used properly, and are conducive towards the success of mission and to ensure that we are meeting our goals and achieving success.

This position requires a strong technical and professional background in statistics, mathematics, computer science or a related field with a proactive mindset, attention to detail and optimal time management behaviors that allow strong performance in a fast-paced environment.

This position includes working varying shifts to accommodate operational schedules including but not limited to evening, weekends, holidays, special events and during inclement weather.

Major Duties and Responsibilities

  • Provides on-going oversight and support to departments to ensure that measures are being used to effectively manage operations and affect improved efficiency.
  • Identifies and monitors project deliverables, scope, plan, issues, risks, and milestones.
  • Cleans and aggregates data from multiple databases within Operations and implements and maintains document data collection and reporting requirements.
  • Develops and designs interactive reports and tools using data analytics software to provide analysis and conclusions to department management.
  • Coordinates special requests for data analysis and reporting in response to requests from internal/external customers.
  • Identifies data sources and methods for retrieving data and conducts special studies to analyze and model data.
  • Analyzes, monitors, and maintains database systems and processes to ensure business goals are efficiently and effectively supported.
  • Defines, collects and analyzes metrics relevant to Operational and administrative performance.
  • Identifies issues and concerns and provides recommendations on organizational improvements.
  • Identifies opportunities and implements process improvements to drive efficiencies in data collection, processing, analysis, and reporting.
  • Maintains a broad knowledge technology, equipment, and/or systems as it relates to data collection, processing, storage, analysis, and reporting.
  • Provides on-going oversight and support to departments to ensure that measures are being used to effectively manage operations and affect improved efficiency.
  • Functions as liaison between Bus Operations, Rail Operations and other operational areas including, to resolve data and reporting quality issues.
  • Manages a variety of complex projects from definition to completion with minimal supervision and delivers timely, appropriate outcomes.
  • Perform related duties and responsibilities as assigned.

Knowledge, Skills & Abilities

  • Ability to think strategically and critically. ·
  • Proficient project manager who understands the importance of long-term visions while being mindful of day-to-day operations.
  • Familiarity with analyzing processes, developing and applying performance metrics, collecting data and producing analytics to make more informed decisions.
  • Possesses strong communications skills, both written and verbal, and the ability to adapt with different audiences.
  • Ability to facilitate and be an active listener.

Preferred Qualification

  • Experience with data visualization preferred
  • Synthesizing large amounts of data into meaningful results from numerous sources.
  • Presenting and explaining complex, technical subject matter to a non-technical audience.

Minimum Qualifications

  • Bachelor’s Degree in Planning, Business, Economics, Statistics, Information Systems, Computer Science, or other related degree with a strong analytical component, plus one (1) year of relevant experience, or an equivalent combination of education and experience related to the position.   
  • OR An equivalent combination of education and experience that demonstrates the ability to perform the position duties

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
