Summary

Real Time Crime Center Management Analyst will develop/possess a strong understanding of available resources (primarily technological in nature) that can be utilized to impact crime, the ability to research what is needed within those resources, and the ability to communicate that information to units/divisions within the department who can best use the information in proactive enforcement and/or criminal investigative efforts.

Major Duties and Responsibilities

This specialized position works in the areas of crime and intelligence analysis. This position’s primary responsibilities are directly related to the utilization of a variety of databases/information sources within the Charlotte-Mecklenburg Police Department for the purpose of providing decision support mechanisms for police personnel.

 

·         Work in concert with RTCC sworn detectives, supporting CMPD patrol and investigative functions by immediately leveraging available technological resources to address crime.

·         Identify suspects, clear cases more expeditiously and ultimately prosecute cases.  

·         Use multiple systems for real time tracking of possible crimes in progress and tracking suspects.  Communicating with officers/dispatchers while tracking the movement of suspects.

·         Use the technological resources that include approximately one thousand video cameras and over one hundred license plate readers to notify patrol officers of real time situations as they are enroute to calls for service.  

·         Complete reports in criminal reporting databases for documentation of real time and follow-up investigations.

·         Use electronic monitoring systems to identify and locate suspects involved in crimes. 

·         Use tracking technology to assist with identification and location of merchandise or money that is stolen.

·         Serve as technical support pertaining to body worn cameras.

·         Use various social media tools to identify suspects and report findings to officers/detectives.

·         Research, analyze, evaluate and correlate criminal intelligence information to determine source reliability, accuracy, and integrity; to develop investigative leads and links; distinguish patterns and trends.

·         Organize/maintain sensitive, non-sensitive, and open source case data/files into a logical, concise, and understandable order for retrieval.

·         Must have a valid driver’s license and will be subject to call back after hours. This position could be subpoenaed to testify in court.

·         Serve as a liaison with internal and external groups and individuals to provide analytical assistance, collect/disseminate intelligence data and share resource sources. Enter data/reports/records of criminal intelligence information into databases for use and reference by analysts and investigators in support of investigations.

·         Perform other duties as assigned.

Knowledge, Skills & Abilities

·         Knowledge of principles and concepts of law enforcement as well as statutes of North Carolina crimes to be able to accurately convey real-time activity to officers in the field.

·         Superior organizational, time management, writing, and communication skills are essential.

·         Ability to become proficient with all technology tools that are used in the Real Time Crime Center, including but not limited to: Video Management systems, License Plate Readers, Electronic Monitoring systems, Computer Aided Dispatch systems, Police Reporting Databases, Security System Tracking systems.

·         Ability to work in a fast-paced environment, requiring multi-tasking, while maintaining the ability to meet deadlines.

·         Advanced knowledge of Microsoft Office applications (Excel, PowerPoint, and Word).

·         Ability to establish and maintain effective, harmonious working relationships with co-workers and supervisors.

Preferred Qualification

·         Experience utilizing law enforcement databases and technology such as Video Management systems, License Plate Readers, Electronic Monitoring systems, Computer Aided Dispatch systems, Police Reporting Databases, Security System Tracking systems.

·         Knowledge of collection and research techniques of various social media.

·         Strong problem-solving skills with an interest and ability to conduct analysis.

·         Academic and/or working experience with GIS; experience with ESRI products.

·         Knowledge of internet-based research, crime management systems, and open source/social media platforms and databases.

·         Experience performing complex real time criminal intelligence research and analysis work.  

Minimum Qualifications

 

·         A Bachelor's degree in Criminal Justice, or related field and at least 2 years of work experience in crime analysis, law enforcement, intelligence or related field.  (Additional work experience as described may substitute for the education requirement on a year-for-year basis.)

·         Ability to maintain a high degree of confidentiality with an understanding of general practices related to legal records management, data protection, and privacy/confidentiality.

·         Requires high degree of computer literacy; experience with Microsoft Access, relational database concepts, and SQL preferred. 

·         Requires experience in data analysis, research methods and statistics, preferably in a law enforcement capacity.

·         Requires the ability to effectively communicate orally and in writing ideas/concepts, findings/results, interpretations and evaluations. The position requires high levels of interaction with patrol and investigative personnel, including talking on the radio.

·         Currently, the RTCC operates 20 hours per day with the goal of operating the center 24 hours a day, 7 days a week. Employees must have the ability to work rotating shifts, nights and weekends to meet Departmental needs. Ability to pass a background investigation and obtain a Secret level security clearance.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
