Summary

The Center for Digital Government named Charlotte one of the top five digital cities in the nation. The City of Charlotte's Innovation & Technology department (I&T) provides executive-level leadership, delivers technology services to city departments and partnership agencies, and coordinates information technology initiatives across the organization to support, enhance and advance citizen service delivery.

Cityworks – Information Technology Supervisor will provide expert technical leadership for Work and Asset Management business analysis and technical support teams, in a high availability environment. The person will lead a team of 7-8 members comprising of Business Analysts / Functional Cityworks resources, Information Technology Administrator(s) and Software Developer(s) in the day to day technical support of the Cityworks applications in addition to defining scope of work and objectives for new Cityworks projects.  The person will coordinate and collaborate with business leads and provide excellent customer service to multiple teams of Cityworks functional analysts in various departments.  The position will be part of the governing body responsible for setting strategic direction for the Cityworks platform being used for the city.

Major Duties and Responsibilities

Lead the application management and custom development activities of a team of business systems analyst, tech admins and programmers supporting Cityworks applications.
Document and maintain architectural diagrams of the environments.
Prioritize and assign tasks to team members and coordinate with other departments to ensure task completion.
Manage timely resolution of day-to-day technical issues using other IT resources as needed.
Develop project plan with business leads for new version upgrades and enhancements.
Create an inspiring team environment with an open communication culture.
Set clear team goals, delegate tasks and set deadlines.
Listen to team members’ feedback and resolve any issues or conflicts.
Discover training needs and provide coaching to team members.
Supervise technical and functional resources and do performance reviews for team members.
Follow all established Innovation & Technology policies and procedures.
Collaborate with stake holders in licensing for Cityworks, ESRI and other supporting software.
Manage budget for support of Cityworks platform.
Assist in development and implementation of program roadmaps and strategies.
Evaluate existing work processes and implement changes to streamline operations as needed.

Knowledge, Skills & Abilities

Three (3) years of hands-on experience with Cityworks from Azteca.
Three (3) years of experience working with ArcGIS 10.3.1 (or later) technical architecture and schema.
Three (3) years of leadership experience in planning and managing technology projects.
1-2 years of experience with Service Orientated Architecture(SOA) and Messaging Orientated Middleware (MOM), familiar with one or more tools and systems like BizTalk, MSMQ, Azure Service Bus, ActiveMQ, etc. 
Strong knowledge of SDLC processes
Knowledgeable in ITIL configuration management principles.
Must have excellent analysis and trouble shooting skills.
Must have a strong customer service orientation.
Strong ability to communicate effectively, orally and in writing, with business analysts and coworkers.
Ability to enforce and maintain application standards and source code version control.
Working knowledge of database management
Adhered to change management and code deployment processes.
Good understanding of work asset management and service request systems.

Preferred Qualification

Understand different application types such as web service, windows service, SPA application, etc. 
Experience managing ArcGIS Server/ArcSDE in an enterprise environment.
Knowledge of Object Orientated Programming, familiarity with common design patterns. 
Experience with SQL Server 2014 databases.
Experience in information technology supporting a mission critical business application.

Minimum Qualifications

Bachelor’s degree with three (3) years of relevant work experience; or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties

Salary

$85,559 - $115,000 Commensurate with Experience

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
