Summary

Under the direction of the Executive Director, the Community Relations Manager (CRM), in conjunction with the CRC Deputy Director, is responsible for developing strategies, implementation plans, program expansion and leading activities that advance the mission of Charlotte-Mecklenburg Community Relations. The Community Relations Manager maintains and develops relationships with community leaders, partners and residents. This role also supports citywide initiatives that focus on addressing community issues and help foster impactful dialogue both internally and externally. Independent judgement is critical to this role in accomplishing assigned objectives and direct management of key functions throughout the department.

Major Duties and Responsibilities

·       Strategic advisor to the Executive Director

·       Manage Community Relations Fair Housing program/staff and oversee the work plan and development of staff

·       Collaborate with Executive Director to support council-related committees and develop community outreach plans as needed

·       Extensive interaction with the public, partners and housing providers

·       Develop and implement innovative engagement strategies that promote fair housing protections and community building

·       Manage community programs that align with the city’s focus on fair housing, discrimination, diversity, equity and inclusion

·       Work closely with US Department of Housing and Urban Development on fair housing investigations, education and outreach, testing and initiatives to support efforts that advance the rights of residents to be free of housing discrimination· Build strong community relationships that can be leveraged to increase outreach efforts and awareness of Community Relations service offerings

·       Serve as facilitator for community dialogues, trainings and other community events

·       Work with teams across Community Relations to support efforts to make Charlotte an equitable and inclusive city

·       Identify opportunities to highlight the work of Community Relations and the city organization related to community issues

·       Develop reports and plans that highlight department goals and objectives

·       Develop strategies and structure to advance community and employee volunteer programs led by Community Relations

·       Serve as liaison to the CRC’s communications subcommittee

·       Utilize technology to receive community data and feedback to assess effectiveness of programs

·       Support the work and vision of the 45-member Community Relations Committee (CRC)

·       Provide leadership and strategic guidance to the assigned CRC subcommittee

·       Serving on boards and workgroups that align with the mission of Community Relations

Knowledge, Skills & Abilities

· Able to plan, coordinate, direct and supervise the work of CRC staff assigned to the Dispute Settlement Program, the Fair Housing Program and Police Review. This includes reviewing staff work, advising staff regarding conflict management, anti-discrimination laws, ordinances and regulations; providing staff training in processing complaints of discriminatory treatment and mediation; establishing performance standards and evaluating the performance of staff; completing annual performance evaluations (PRD’s).

·       Will be able to screen, interview and hire all new CRC employees.

·       Will be able to administer financial and personnel policies; develop and monitor the CRC budget and grant funds.

· Can lead the development of short and long range planning, including developing and implementing the CRC strategic operating plan, balanced scorecard and core area work plans.

·       Can develop and manage the delivery of programs and activities that improve community relations in Charlotte-Mecklenburg.

· Provide staff support for CRC Leadership/Executive Committee and full CRC; inform and advise committee of community problems and recommend solutions; implement approved courses of action; and meet with community groups regarding community relations.

· Serve as senior staff and advisor to CRC Director, Chair and Executive Committee/Leadership Team

· Review, formulate and implement CRC department level policies, procedures and regulations; advice on City polices.

· Act as authorized agency spokespersons for media inquiries.

·       Serve with the CRC Director on CRC's management team advising the director on issues related to budget, staffing, personnel, planning, evaluation and internal conflict resolution.  

Minimum Qualifications

High school graduation or equivalent and seven years relevant work experience

OR

Associate's Degree and five years relevant work experience

OR

Bachelor's level degree and three years relevant work experience

OR

Master's level degree and one year relevant work experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
