Summary

Responsible for assisting with the planning, coordination, design and management of the LYNX Silver Line light rail project.  

This work involves the performance and/or oversight of professional technical planning work related to the planning, design and development of a federally-funded transit construction project.  Work will include responsibility in one or more of the following areas: environmental planning, agency coordination, community involvement, and operations planning/ridership analysis. 

The applicant should be experienced with the federal environmental processes and requirements and should have excellent public communication skills.

Transit experience is preferred.

Major Duties and Responsibilities

  • Assists in the completion of the federal project development process for a major transit construction project.
  • Assists in preparation of Environmental Impact Statement(s) and other planning studies.
  • Reviews consultant work products, including environmental technical analysis and reports.
  • Coordinates with other departments/divisions and agencies for technical reviews, tracks review status and resolves comments.
  • Participates in/leads meetings with various groups including other City departments, consultants, and local, state, and federal governmental agencies.
  • Coordinates between the various components of the Silver Line program, including the Rail-Trail and Transit-Oriented Development (TOD) studies.
  • Assists with the planning and scheduling of public involvement activities.
  • Participates in/leads meetings with the public, stakeholders, businesses and property owners affected by the proposed project.
  • Prepares materials for presentations to citizen groups, technical groups, and others as required.
  • Plans and establishes deadlines to assure timely completion of projects.
  • Participates in the collection of data necessary to provide technical analysis and forecasting of transit service utilization.
  • Prepares technical reports, correspondence, and progress reports, as directed.
  • Supervises and assists in the preparation of visual aids and maps.
  • Performs other duties as required

  • Knowledge of transportation/transit planning principles and practices
  • Knowledge and understanding of transit/land use relationships.
  • Knowledge of federal and state requirements for the completion of the environmental review process
  • Ability to work on various projects simultaneously under strict timelines
  • Ability to establish and maintain effective working relationships with other employees and the general public
  • Demonstrated ability to work effectively as a team member
  • Excellent written and verbal communication skills

Requires a valid driver's license and a good driving record with the ability to obtain a City driving permit  

Preferred Qualification

Two to five years’ experience in public transit/transportation planning.

Exposure to land use and environmental planning, community involvement, with project management experience is preferred.  

Experience using Geographic Information Systems (Arcview/ArcInfo) software a plus.

Minimum Qualifications

Graduation from a four-year college or university with major course work in planning, urban studies, engineering or a related field.

Conditions of Employment
