Introduction

Storm Water Services maintains and improves stormwater infrastructure within the City streets and rights-of-way.  Staff currently manages more than 400 storm drainage improvement projects.  Storm Water Services invests millions in capital improvements throughout our community each year.  Storm Water Services is one of the largest stormwater utilities in the Southeast with more than 200,000 customer accounts about 200 employees.

Summary

Storm Water Services is seeking a Senior Project Manager to work in our award-winning Division.  In 2020, the Water Environment Federation recognized the City’s surface water protection programs as among the best in the nation.  Reporting to the Storm Water Division Construction Program Manager, the Senior Project Manager’s focus will be on assisting in the management of the Construction Program, as well as the planning, organizing, reviewing, scheduling, and managing various Storm Water Services construction contracts.  In this newly created position, the incumbent will supervise two Project Managers.  Due to anticipated growth, it is likely the position will supervise additional staff in the future

Major Duties and Responsibilities

  • Assist the Construction Program Manager (CPM) with a wide variety of work. 
  • Manage the Construction Section in the absence of the Construction Program Manager.   
  • Supervise direct report(s).   
  • Manage schedule and budget for various repair and professional services contracts for the Construction Section. 
  • Manage construction and testing contract invoices and submittals.  
  • Mentor new employees and supervisors. 
  • Assist CPM in implementing new procedures, ensuring established procedures are followed. 
  • Assist in cost negotiation, claim resolution, and use of contingency and change orders.
  • Compile and analyze data for submission of the annual report and future contracting opportunities.
  • Manage various project administrative programs for reporting and contractor payments. 
  • Develop contract language, special provisions and scope of work.
  • Represent the Construction Program on various stakeholder, technical and process teams.
  • Represent Storm Water Services during construction project related matters
  • Facilitate/Negotiate amicable resolution for all involved parties during construction related issues
  • Defuse difficult situations between the public, contractor, and the City of Charlotte
  • Performs other duties as assigned. 

Knowledge, Skills & Abilities

  • Professional Engineering License in NC.
  • Excellent written and verbal communication skills with the ability to relate well with a wide variety of individuals, inside and outside Storm Water Services,
  • The ability to develop/create technical reports.
  • Builds appropriate rapport and constructive and effective relationships, uses diplomacy and tact and can diffuse conflict comfortably.
  • Good problem-solving skills with the ability to make decisions on a timely basis, using effective approaches for choosing a course of action and/or developing appropriate solutions within a team atmosphere.
  • Must be able to efficiently and effectively manage storm water construction contracts independently, while utilizing organizational skills to conduct multiple activities and tasks.
  • Proficiency in Microsoft Office Suite.
  • Valid Driver's License, good driving record and ability to obtain and maintain a City Driving Permit.

Preferred Qualification

Prefer a minimum of 10 years of experience in construction project management with significant experience in facilitation, customer service, problem-solving and management related to construction project management

Minimum Qualifications

Requires a Bachelor’s Degree in Civil Engineering or a related field and five (5) years of related experience.  Requires Professional Engineering license in NC.
