Introduction

The goal of the City of Charlotte’s General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the City in a rapidly evolving and complex environment. The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money. General Services consists of capital project management, fleet services, procurement, environmental services, property management, storm water services, and other support services.

Summary

Under the direction of the Chief Procurement Officer, the Deputy Chief Procurement Officer leads, directs and oversees a wide variety of procurement and administrative activities related to the acquisition of goods, services, technology, and construction, as well as other program services on behalf of the City of Charlotte.  The Deputy Chief Procurement Officer is responsible for supporting the Chief Procurement Officer in all citywide procurement initiatives and is responsible for providing tactical and strategic leadership in the absence of the Chief Procurement Officer and may be called upon to direct the activities of all City Procurement staff responsible for procurement, inclusion, asset recovery and disposal, corporate procurement card administration, strategic compliance, vendor administration, and other administrative support requirements.

Major Duties and Responsibilities

  • Assists the Chief Procurement Officer in managing all daily operations and functions related to the corporate procurement activities of the city.
  • Acts on behalf of, and in the absence of the Chief Procurement Officer to provide second tier management needed to support citywide procurement requirements.
  • Provides leadership and strategic and tactical management of City Procurement staff required to perform the suite of procurement services. 
  • Provides direct supervision for assigned programs and teams.
  • Oversees and approves Requests for Council Action (RCA) and presents recommendations on purchases requiring management or Council approval.
  • Acts in a lead capacity regarding support and attendance at City Council meetings to include the development and review of agenda items, agenda reviews, all internal preparation, protest challenges, and responds to Council concerns, questions or requests for additional information. 
  • Coordinates procurement processes among all operational focus areas for the City that ensure compliance with Federal, State and Local statutes for informal and formal bid processes, and the North Carolina Budget & Fiscal Control Act.  
  • Understands and consults citywide on competitive bidding laws and best practices to ensure legal compliance with all procurement activities.
  • Creates and/or participates in providing formal responses to special correspondence and leads team efforts required for special assignments, projects, and reporting.
  • Provides leadership and guidance related to strategic planning, budget development and oversight, and division initiatives.
  • Responsible for planning, organizing and directing various programs, activities, and initiatives and other special programs as may be required (i.e. cooperative purchasing programs, environmental initiatives, revenue generation).
  • Evaluates performance of all City Procurement staff, and coordinates/conducts performance reviews, training plans designed to improve leadership, business, and technical skills, and merit funds.
  • Acts as a local, regional, and national procurement representative on behalf of the city with public jurisdictions and peer organizations to perform consultation, training, panel engagement, board assignments, and public speaking.
  • Must have the ability to lead and perform procurement assignments from time to time which may be considered highly specialized, complex, or controversial, requiring upmost confidentiality (e.g. DNC/RNC, P3 projects, national financial and business partner contract negotiations, etc.). 
  • Performs related duties as required in support of general, specific, and unique procurement activities.

Knowledge, Skills & Abilities

  • Minimum of seven years of management and supervisory experience in a mid to large procurement agency, preferably in local government.
  • Requires in-depth knowledge of laws, ordinances, rules, regulations, and other requirements governing public procurement.
  • Requires strong knowledge of local, state, and federal procurement laws, contracting methodologies, and best practices. 
  • Preferred candidate will be a highly motivated, seasoned professional able to function with minimal supervision and across multiple procurement disciplines in partnership with all levels of the organization.
  • Requires critical thinking and problem-solving skills; as well as the ability to effectively communicate and manage change across all levels of government.

Preferred Qualification

  • Bachelor’s Degree and seven years of related experience or Master’s Degree and three to five years of experience, preferably in public procurement.
  • Public purchasing, contracting, and other relevant certifications a plus (e.g. North Carolina School of Government, National Institute of Governmental Purchasing, Carolinas Association of Governmental Purchasing, or other similar purchasing organizations and institutions).

Minimum Qualifications

Bachelor’s Degree and five years of related experience or Master’s Degree and three years of experience or equivalent background, experience and skills to perform the essential functions of the position.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
