Summary

This position is based in the In-House Planning and Design Section of the Engineering Services Division within the Department of General Services and is responsible for applying engineering design principles using AutoCAD and Civil3D to prepare transportation construction plans, using Microsoft Word to prepare specifications, using Microsoft Excel to prepare cost estimates, and Primavera and other reporting tools to manage municipal infrastructure projects initiated by the City and/or NCDOT.  This position will also oversee other engineers’ designs by providing technical guidance, QA/QC, and signing/sealing final plans.  This position will mentor/train engineers and supervise up to 2 employees

Major Duties and Responsibilities

  • Develops concept, preliminary, and final plans and designs using computer aided design (AutoCAD and Civil3D) and other engineering and drafting tools
  • Plans and prioritizes the necessary tasks to complete construction documents 
  • Calculates cost estimates and project budgets
  • Prepare project specifications for project bidding
  • Responsible for all design features which may include: roadway alignments, traffic control, utilities, drainage, hydrology and hydraulics, grading, erosion control, right-of-way and other features needed to design a complete and functional project
  • Work performed is technical and detailed, requiring application of professional engineering principles and quantitative analysis
  • Use initiative & judgement to complete assignments
  • Supervise up to two employees 
  • Serve as mentor & coach
  • Support less experienced engineers with the design / review & approval process of transportation infrastructure projects
  • Review & seal engineering plans for various transportation infrastructure projects
  • Participate in the development and review of design standards: 
  • developing & applying quality control
  • quality assurance plans for projects
  • Performs other duties as assigned

Knowledge, Skills & Abilities

  • AutoCAD and Civil3D proficiency are required 
  • Licensure as a Professional Engineer in North Carolina is required
  • Proficient in Microsoft Office products including Word, Excel, Outlook, etc.
  • Ability to successfully apply engineering design principles to develop construction plans, specifications, and estimates for municipal infrastructure projects
  • Effective verbal and written communication skills
  • Ability to develop technical reports
  • Ability to comprehend, assess and apply fundamental engineering and construction principles to project initiation, planning, implementation and closeout
  • Work cooperatively with other City employees and the public
  • Knowledge of and ability to use conflict resolution techniques
  • Design experience in Civil Engineering or Municipal Capital Improvement Projects
  • Ability to lead a project team
  • Supervise planning & design staff
  • Serves as prominent member of project team
  • Ability to plan / prioritize / organize work / complete assignments with minimal supervision
  • Successful candidate must have a valid driver's license and ability to receive and maintain a City Driving Permit

Preferred Qualification

  • Experience in managing / supervising / performing as a mentor & team leader for other engineers in planning, design, and/or construction activities
  • Thorough knowledge of geometric roadway design / hydrology / hydraulics / construction methods
  • Professional Engineer Licensure 

Minimum Qualifications

Bachelor's Level Degree - Engineering and five years relevant experience.
