Summary
Under the Direction of the Chief Risk Manager, the Workers Compensation Manager, manages the self-insured Workers’ Compensation program for the City of Charlotte and related entities. This position is responsible for managing and directing internal claim functions and oversee the third-party administrator (TPA).
Major Duties and Responsibilities
Oversees the efficiency and effectiveness of the workers compensation program in keeping with the city’s goals and objectives pursuant to the North Carolina Workers Compensation Act.
Supervises Sr. Claim Adjuster and provides direction to departmental Workers Compensation contacts.
Assists in the review, handling, and analysis of difficult cases and recommends appropriate action.
Educates and trains employees on Worker Compensation process and procedures
Evaluates and reviews cost-containment strategies and reviews legal counsel in the performance and reserving activity.
Makes recommendations regarding administrative policies and procedures.
Reviews legislative proposals as relates to section for impact on City.
Prepares complex oral, written and statistical reports.
Audits files and assures conformity to state and federal rules and regulations.
Attends meetings, conferences and seminars concerned with designated areas of responsibility.
Coordinates inquires from other agencies and the public.
Performs related duties required.
Knowledge, Skills & Abilities
Thorough knowledge of laws applicable to North Carolina Workers Compensation.
Thorough knowledge of investigative and adjustment techniques, procedures and practices involving Workers’ Compensation.
Considerable knowledge of local government, organization, functions, and safety provisions.
Develops and ensures TPA's compliance with established performance metrics.
Through knowledge of Occupational Health practices and trends.
Develop performance goals, objectives, and work standards for Workers Compensation.
Ability to analyze facts and exercise sound judgment in negotiation, adjustment and investigation matters.
Ability to communicate clearly and concisely both orally and in writing.
Ability to keep and maintain records and to prepare and submit accurate reports.
Ability to establish and maintain effective working relationships
Preferred Qualification
Bachelor’s Degree
Five or more years of workers comp/risk experience
Manager of Environmental, Safety and Health (MESH) Certificate
Minimum Qualifications
Associate’s degree
Insurance Adjuster’s License
Minimum three (3) years of experience in Workers Compensation and/or Risk Management with supervisory experience.
Ability to obtain and maintain city driving permit.
Salary
$83,148 to $92,387, commensurate with experience and qualifications.
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
