Summary
The Center for Digital Government named
Charlotte one of the top five digital cities in the nation. The City of
Charlotte's Innovation & Technology department (I&T) provides
executive-level leadership, delivers technology services to city departments
and partnership agencies, and coordinates information technology initiatives
across the organization to support, enhance and advance citizen service
delivery.
Provides leadership in strategic and
operations management of wireless communications (Motorola P25 700/800Mhz
regional trunked radio system, microwave Ethernet and T1 wireless broadband
network) supporting both public safety and non-public safety services for the
City of Charlotte, Mecklenburg County, Cabarrus County, Union County, Stanly
County, City of Gastonia and Town of Mooresville plus state and federal
agencies. Directs capacity planning efforts for current and future networks,
migration planning for new technologies, and project planning and management.
Major Duties and Responsibilities
- Provides leadership for the regional public safety trunked radio system
infrastructure, wireless network, and mobile and data communication operations
for Mecklenburg County, City of Charlotte, Cabarrus County, Union County,
Stanly County, City of Gastonia and Town of Mooresville and the Piedmont
Regional Communications Consortium to ensure efficient and effective service
delivery.
- In collaboration
with the I&T Finance and Procurement Services Division, provides direction
for initiatives and activities associated with capital budgeting, grant
administration, and contract administration.
- Works closely with City of Charlotte vendors to establish relationships
and effectively manages expectations and deliverables on service and equipment
contracts with those vendors, holding them accountable to the City’s
expectations.
- Collaborates with the Equipment Management Division on the planning,
evaluation, installation and maintenance of communications and related
equipment use in public safety and other vehicles and equipment.
- Directs capacity
planning efforts for current and future networks, migration planning for new
technologies, and project planning and management.
- Establishes a
standard of expectations for a staff of administration and technical
professionals responsible for the implementation and maintenance of
communication services and equipment.
- Leads the
efforts for operational best practices and manages configuration change control
to enhance network performance.
- Develops and
approves adoption of policies relating to the operation of the Public Safety
Communication Network and ensures the communication network is in compliance
with State and Federal Regulatory agencies relating to the safety of personnel
and the operation of public safety and radio communication networks.
- Participates on
state and federal communication committees as needed.
- Responsible for
product solicitations and selections to include RFIs, RFPs, and assisting with
contract development and management relating to the operation, maintenance,
upgrade, or purchase of new equipment utilized in the delivery of communication
services.
- Partners and
collaborates with City and other government officials on public and non-public
safety service infrastructure activities and initiatives to ensure high
availability and performance of the supported networks and equipment.
- Performs related
duties as required.
- This position
requires the availability for recall 24x7x365 for system issues, supporting
inclement weather and local and state emergency management requests.
Knowledge, Skills & Abilities
- Requires working
knowledge of Public Safety Wireless Communications radio operations and
engineering management to include public safety trunked radio systems.
- Comprehensive knowledge of FCC, FAA, OSHA and other federal, state and local
rules and regulations that govern the management of communication systems and
personnel.
- Ability to
express ideas clearly and concisely orally and in writing.
- Ability to understand end user requirements and effectively convey them
verbally and in writing to result in a suitable work product.
- Demonstrated ability
to identify and resolve technical issues, concerns, and needs.
- Must possess
and exercise organizational, analytical and decision-making skills with a
customer service focus.
- Ability to
establish and maintain cooperative working relationships with City and other
government sectors and/or private organizations.
- Knowledge of
utilizing or reviewing regulatory and technical manuals, project plans and blue
prints.
- Demonstrated knowledge
of budget development and monitoring for capital and operational management.
- Demonstrated knowledge
of principles and practices for program development and administration
- Demonstrated knowledge
of grant and contract development and monitoring.
- Demonstrated knowledge of operational and administrative functions for the
Microsoft Windows network operating system, UNIX, and Motorola Trunked Radio
Systems.
- Demonstrated knowledge of IP-based networks and the techniques used for the
design, implementation, monitoring, and maintenance of these networks and their
components.
- Ability to
use Microsoft Office products (including Word, Outlook, PowerPoint, and Excel)
for documentation, communication, presentation, and analysis purposes.
- Ability to
create and track projects with Microsoft Project, and to create and modify
diagrams using Visio Professional.
Preferred Qualification
Master's degree
with three (3) years of relevant experience related to management and five (5)
years technical experience on infrastructure and support of Motorola P25
Trunked Radio network and related radio equipment or an equivalent combination
of education and relevant experience that provides the necessary knowledge,
skills and abilities to successfully perform the essential job duties.
Minimum Qualifications
Bachelor's degree
with five (5) years of relevant experience related to management and technical
experience on infrastructure and support of Motorola P25 Trunked Radio network
and related radio equipment or an equivalent combination of education and
relevant experience that provides the necessary knowledge, skills and abilities
to successfully perform the essential job duties.
Salary
$92,935
to $118,000 Commensurate
with Experience

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
