Summary

The Center for Digital Government named Charlotte one of the top five digital cities in the nation. The City of Charlotte's Innovation & Technology department (I&T) provides executive-level leadership, delivers technology services to city departments and partnership agencies, and coordinates information technology initiatives across the organization to support, enhance and advance citizen service delivery.

The I&T Communications Services Manager position will manage a team of approximately 11 people who are responsible for the Enterprise voice and data communications networks, field-based workforce connectivity, and wireless LAN communications for the City of Charlotte and applicable outside agencies.  


Major Duties and Responsibilities

  • Oversees network management and telephony environment functions; makes critical decisions and answers for failures.
  • Establish and maintain business relationships and manages operational conflicts and resolutions.
  • Manages vendor and contracts; Establishes customer relationships; create statements of work for and oversees RFP/RFQ/RFI in applicable service areas.
  • Advises Leadership and peers; Completes relationship and consulting management functions by cooperating with various City departments, local, state and federal agencies. 
  • Manages personnel by staying abreast of and communicating work status and project issues. Approves vacation time and work schedule and write job descriptions, responsible for team manning, completes training plans and performs disciplinary action as needed. 
  • Develop and enhance standards and processes and consults with others as required. 
  • Sets priorities, communicate expectations, evaluates resource availability, and projects future workloads.
  • Creates strategic plans, identifies gaps in services, and develops plans to rectify. 
  • Oversees area compliance by ensuring the communication services area follows all laws and regulations.

Knowledge, Skills & Abilities

  • Position has physical responsibility and assures that appropriate linkages exist between budget requests and departmental goals and objectives. Develops and monitors budget and adjusts as necessary.
  • Knowledge of a wide range of information technology methods, and procedures, including those regarding systems life cycles and systems development. 
  • Expert knowledge and experience applying advance strategic analysis and problem-resolution skills that will result enhancing the relationship management experience with all customers.
  • Comprehensive understanding with and experience with varied methods, best practices, and programs including techniques, tools, metrics and measurements.
  • Ability to lead and communicate effectively with all levels of the organization, including the executive and senior leadership. 
  • Expert project leadership skills to result in building high performance teams. 
  • Ability to assimilate to new environments and subject matters quickly. 
  • Strong change management and organizational alignment skills.
  • Ability to quickly understand the City's business and apply industry best practices. 
  • Effectively integrate customer requirements with IT solutions to provide recommendations/findings in comprehensible presentations and reports for various levels of the organization. 

Preferred Qualification

  • 5 years of managing and configuring enterprise-wide LANs, WANs, WLANs, VPNs, etc. 
  • 5 years successful leadership of a network / infrastructure team. 
  • Excellent knowledge of current protocols and standards, including Core Switching/Routing, SSL, SAN, Business Continuity, Disaster Recovery. 
  • Experiencing managing the installation of network cabling and telephony systems. 
  • Effective project management techniques; principles and practices of effective management supervision.
  • Ability to: Plan, organize and document complex network system design activities and to configure network systems to be consistent with institutional policies/procedures.
  • Communicate technical/complex information both verbally and in writing; establish maintain cooperation, understanding, trust and credibility; perform multiple tasks concurrently and respond to emergency situations effectively.
  • Professional Network Certification a PLUS. 

Minimum Qualifications

Bachelor's degree with seven (7) years of relevant experience or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential of job duties. 

Salary

$107,554 to $122,691 Commensurate with Experience

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
