Summary

The Charlotte-Mecklenburg Police Department (CMPD) Crime Scene Technician I will process crime scenes to include the search and recovery of latent finger and palm prints, trace, DNA and other physical evidence.

Major Duties and Responsibilities

·         Takes photographs

·         Prepares sketches / documents the search / collection for physical evidence

·         Responds to area hospitals & the Medical Examiner’s Office to document / collect evidence in criminal investigations

·         Prepares crime scene reports for presentation in court / gives court room testimony

·         Accepts & receives submitted evidence

·         Maintains issued equipment and follows safety protocols at crime scenes

·         Prepares evidence for submission to the CMPD Lab for examination

·         Assists Police Officers with criminal investigations

·         Attends training on a variety of Forensic and Criminal Justice topics annually

·         Conducts training of new employees & other police department employees as needed

·         Provides demonstrations to outside entities as requested

·         Maintains the chain of custody on submitted evidence

·         Submits all records as required by Departmental rules / regulations or other directives

·         Provides court testimony regarding the results of the analysis / prepares courtroom presentations

·         Maintain forensic field equipment in a manner that keeps the equipment in operational readiness for a variety of forensic tasks

·         Responsible for the proper use / maintenance / necessary replacement / security of all personally issued equipment

·         Responsible for the proper documentation / routing / dissemination of all messages and information as received

·         May instruct law enforcement officers in the proper identification / collection / submission of criminal forensic evidence

·         May perform other duties as assigned

·         Methods used in collecting & preserving digital/physical evidence, maintaining legal chain of custody

·         Relevant equipment / policies / procedures / strategies to promote effective:

o    national security operations for the protection of people / data / property / institutions

·         Problem-solving techniques

·         Interpret findings and to prepare scientific reports

·         Communicate effectively orally / in writing

·         Perform essential tasks with minimal supervision

·         Take on additional duties and responsibilities

·         Perform a high volume of standard digital forensic examinations and/or other related tasks

·         Being fully court qualified in most major areas of discipline related subjects

·         Follow all rules & regulations as set forth in City / Department / Unit Policies & Performance Standards 

·         Be of sound moral character

·         Act accordingly while on / off duty

·         Ability to develop thorough knowledge of evidence chain of custody procedures & requirements

·         Valid Driver's License

Preferred Qualification

·         Associate degree in Forensic Science, Criminalistics, Biology, Chemistry, or a related field

·         One year of relevant experience in crime scene investigation or forensics

Minimum Qualifications

·         High School diploma/GED with three (3) years of relevant work experience; or an Associate degree with one year of relevant work experience; or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
