Overview
The City Clerk Office maintains a recorded history of government actions and assists the Mayor and City Council. The Clerk's Office delivers services that connect the public to the local government. Some of these services include: assisting the public to address Council, managing the boards and commissions process, fulfilling public records requests, performing research and records management, promoting transparency, and providing access to records.
Summary
The City Clerk’s Office is seeking an Assistant City Clerk - Boards who will plan, coordinate, and administer the appointment process for City Council boards and commissions. The Assistant City Clerk / Boards requires an immense level of professionalism with the ability to exercise confidentiality, discretion, and integrity. It is a highly responsible position.
Hours: Monday through Friday, 8:00am to 5:00pm. May occasionally work during non-traditional hours. Will work from home until the Charlotte-Mecklenburg Government Center reopens.
Major Duties and Responsibilities
• Administers City Council approved boards & commissions process
• Coordinates appointments to thirty-three volunteer advisory boards & commissions
• Maintains complete & accurate information of all appointments for:
o the Mayor
o City Council
o City Manager to the boards
o commissions & committees
• Frequently corresponds, provides guidance, and trains staff advisors
• Performs periodic audits of website / board descriptions / rosters / eligible applicants
• Prepares appropriate / accurate & timely notifications of all board / commission vacancies
• Prepares agenda items & corresponding attachments for inclusion on City Council Meeting Agendas
• Prepares ballots & tally sheets for City Council's use in voting for prospective board members / Maintains & updates board brochures / handbooks / other literature
• Organizes annual board member recognition program & annual staff advisor meetings
• Reviews & maintains attendance reports / annual reports / recommendation letters / meeting minutes
• Assists Council members/staff advisors / the public with questions regarding boards & commissions
• Provides staff support for the Civil Service Board & Citizens Review Board
• Attends regular monthly meetings / prepare meeting agendas & minutes/schedule hearings / other related duties
• Administers Oaths of Office & provide notary services per State laws
• Performs special projects & other duties as assigned

Preferred Qualification
• Associate’s degree
• Course work in political science/project management / related fields
• Two to three years of relevant work experience
• Affinity towards local government, civic engagement and volunteerism
• Demonstrated ability to work independently / take initiative / manage changing priorities
• Intermediate to advanced proficiency in Microsoft Office Suite:
o Word
o Excel
o Adobe Acrobat DC
• North Carolina Notary Public
• Prior experience in government operations
• Prior experience with Granicus software, including the Legistar application
Minimum Qualifications
High School diploma/GED with one year of relevant work experience; or an Associate’s degree; or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills, and abilities to successfully perform the essential job duties
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
