This position requires basic skills to ensure the protection of citizens and property and the safe keeping of animals through the enforcement of state laws and local ordinances. This includes the handling of animals for the purpose of investigations of mistreatment, or control of abandoned, dangerous, or unattended animals.
· Respond to calls for service to enforce local & state animal control laws including non-emergency / emergency complex field situations
· Issuance of warnings or citations in connection with animal-related offenses
· Contact police to report violations & request arrests when necessary / referring complex cases to Senior or Lead Animal Control Officer(s)
· Investigate reports of animal attacks or animal cruelty including interviewing violators / witnesses / victims / collecting evidence / writing reports
· Capture & remove stray / uncontrolled / wild / sick & injured / abused animals from undesirable conditions using:
o nets
o nooses
o traps or tranquilizer darts as necessary
· Examine animals for injuries or malnutrition & arrange for necessary medical treatment
· Remove captured animals from animal-control service vehicle & place animals including rabid / unclaimed / severely injured in shelter cages or other enclosures treating all animals in humane & compassionate manner
· Drive standard pick-up truck or van with specially equipped body for transport of animals
· Supply animals with food & water / clean facilities & equipment including dog pens / animal control trucks
· Prepare for & potentially testify in court for nuisance declarations or other prosecutions related to animal treatment
· Educate public about animal welfare / animal control laws / regulations
· Contact animal owners to inform pets at animal holding facilities
· Write reports of activities & maintain files of impoundments / dispositions of animals
· Examine animal licenses & inspect establishments housing animals for compliance with laws including circuses / zoos / pet stores
· Laws / legal codes / court procedures / precedents / government regulations / executive orders / agency rules including:
o state & local animal control laws / ordinances
o municipal policy & procedures
· Safe handling & general welfare of small / large domestic & wild animals
· Structure & content of English language including meaning & spelling of words / rules of composition / grammar
· Basic computer operations / administrative & clerical procedures / systems such as:
o word processing
o managing files & records
o other office procedures & terminology
· Communicate in clear / concise / tactful / courteous manner with varying ethnicities
· Act with minimal supervision using independent judgement & discretion in meeting emergency situations
· May work in outside weather conditions and or could potentially be exposed to fumes or airborne particles / animal transmitted diseases / exposure to fractious / frightened / dangerous animals with mental & emotional stress from euthanasia
· Continual contact with irate / emotional pet owners & victims
· May require work in precarious places & exposure to wet / humid conditions & vibrations
· Occasionally exposed to toxic or caustic chemicals
· May require maintaining physical conditioning necessary for sitting / standing / walking extended periods of time
· Light to moderate lifting & carrying
· Some crouching / stooping / squatting / crawling / reaching / pushing / pulling when performing tasks
· Adequate vision / hearing / speech
· Must be 18 years of age
· Ability to lift animals up to 100 pounds
· Valid North Carolina driver’s license
· One year of experience
· High School diploma/GED with one year of relevant work experience; or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
