Function

The General Manager of Bus Operations is responsible for providing complex professional leadership, direction, tactical and strategic planning for all relevant day to day bus operations activities including maintenance, services implementation and all associated functions related to the safe and efficient operation of CATS Bus, Vanpool and Paratransit services.  Working under the direction of the CATS Chief Operating Officer, the General Manager will be responsible for the development and setting performance goals of the organization; by managing the service contract for bus operations and maintenance of all associated operational assets (i.e. buses, non-revenue, vanpool pool provided by McDonald Transit with a bus fleet of 361; a fleet of 84 Special Transportation Services paratransit operations and maintenance, and a vanpool fleet of 98, to ensure safe, reliable, on-time service will be provided to meet daily schedule, special events, and federally mandated requirements. 

Summary

The General Manager of Bus Operations will develop and oversee operating and capital budgets; acts as a liaison with all stakeholders, community leaders and government officials.  Works and collaborates with other City departments and state, local and federal agencies.  The General Manager reports directly to the CATS Chief Operating Officer and is a member of the Senior Management Leadership Team. The General Manager has 4 direct reports and oversee approximately 250 employees. This is a safety sensitive position with 24/7 responsibilities who may need to quickly respond to accidents, incidents, and major events and direct field activities as needed to restore bus service or develop alternatives.

Major Duties and Responsibilities

  •  Provide focused leadership and direction to the Bus, Paratransit (STS) & Vanpool sections of CATS to ensure daily services are reliable and on-time, and all CATS’s facilities are kept safe, maintainable, sustainable to ensure those safe operations.
  • Responsible for the development and management of Bus, Paratransit (STS) and Vanpool Operations and capital budget including but not limited to strategic and tactical budget planning.
  • Oversee planning and scheduling activities for human capital to ensure all operational needs are kept safe and are not unduly disrupted.
  • Develop long term needs assessment and programs to ensure CATS Bus, Paratransit (STS) and Vanpool Operations assets and transit facilities are maintained, sustainable, reliable and safe throughout their useful life.
  • Maintain and develop Bus, Paratransit (STS) and Vanpool Operations rules, policies and procedures\ to achieve and continually provide a safe, reliable Bus, Paratransit (STS) and Vanpool Operations system for its riders and employees as well as enforcing compliance to ensure that all Bus, Paratransit (STS) and Vanpool Operations transportation and maintenance personnel follow and comply with the City of Charlotte, CATS and Bus, Paratransit (STS) and Vanpool Operations processes and procedures accordingly.
  • Comply and enforce all safety regulations set forth by CATS, OSHA, FTA and NCDOT.
  • Respond to any Bus, Paratransit (STS) and Vanpool Operations system incident(s) that involve major service delays and/or serious vehicular or pedestrian accidents. Provides on-scene direction on the remedial actions to be taken to restore service in a prompt and safe manner or provide alternative service restoration of service techniques as applicable. Participates in post-accident reviews.
  • Responsible for maintaining data records and the collection of performance indicators to monitor overall performance and confirm service is being operated efficiently and effectively as practical including the preparation of comprehensive reports and correspondences as required by Federal, State, and local jurisdictions.
  • Performs and administers City and CATS personnel process including but not limited to disciplinary processes, performance reviews, employee investigations, and performance development plans.
  • Establish goals for division including operational, personnel, and staff targets.
  • Provide prompt resolution to any customer complaints received throughout the Bus, Paratransit (STS) and Vanpool Operations division conducting investigations as necessary.
  • Oversee the development and implementation of effective training programs for all operations, facilities, maintenance and supervisory staff.
  • Provide partnership and recommendation towards future Bus, Paratransit (STS) and Vanpool Operations service planning and development efforts by the City. Performs all other duties as assigned

Knowledge, Skills & Abilities

  • Must understand the corporate identity of CATS and the City of Charlotte and must use this understanding to ensure goals and business strategies are set for maximum outcome.
  • Demonstrated knowledge of project planning, implementation and management.
  • Excellent leadership skills with ability to plan, prioritize and organize work.
  • Excellent oral and written communications and interpersonal skills.
  • In-depth Bus, Paratransit (STS) and Vanpool Operations transit knowledge.
  • Team work skills to build a cohesive team of senior managers and all employees.
  • Understanding of how to develop and implement business strategies.
  • Excellent computer skills including Microsoft Office programs and Maintenance and Materials Management Systems.
  • Ability to establish and maintain effective working relationships with the public and other governmental entities.
  • Ability to read and understand engineering drawings and technical documents.
  • Ability to develop/implement employee work rules, operating rules, safety policies and maintenance procedures.
  • Ability to analyze complex data and information and to exercise independent judgment in arriving at conclusions.
  • Ability to respond quickly and communicate effectively in emergencies.
  • Must have a valid driver’s license and the ability to attain a North Carolina driver’s license within the timelines outlined by CATS and the City of Charlotte, NC, USA.

Preferred Qualification

  • Requires 10 years of progressive leadership experience in transit operations. Direct Bus, Paratransit (STS) and Vanpool Operations experience is highly desirable.

Minimum Qualifications

  • High school graduation or equivalent and twenty years relevant work experience of Bus, Paratransit (STS) and Vanpool Operations transit managerial experience in lieu of a degree.

OR

  • Associate's Degree and nine years relevant work experience with a Major Transportation, Business Management, direct related field. 

OR

  • Bachelor's level degree and seven years relevant work experience with a Major Transportation, Business Management, direct related field. 

OR

  • Master's level degree and five years relevant work experience with a Major Transportation, Business Management, direct related field. 

     

Salary

Starting salary at $141,204.00 Commensurate with Experience
