Summary

The Charlotte Information and Technology, Public Safety Division Network Communications Integrator provides technical, application, administrative and integration support for computer applications used by the Police Department’s Communications Division.  Computer applications including PSAP Technology, call recording systems, telephony systems, PRI lines, trunking systems and 911 telephone systems etc. 

The position functions as an intermediary between functional and technical staff in order to define the scope, requirements and implement systems used by the Communications Division such as 911 Phone System, Computer Aided Dispatch (CAD), 911 Call recordings and other applicable systems.

Twenty-four hours, seven days a week, call-back & after-hours work may be required to support applications

Major Duties and Responsibilities

  • Responsible for ongoing support & maintenance of CMPD’s 911 phone system /Computer-Aided Dispatch / Call recording functions
  • Administers & maintains department systems by identifying / correcting problems / developing & running reports / creating & managing account permissions / facilitating solutions / cooperating with vendors / communicating with system users
  • Responsible for Quality Assurance & software testing including writing / execution of detailed test plans & results
  • Interface with end users documenting existing business processes & design new business processes translated into detailed system requirements
  • Responsible for assisting with implementation & transitional support of systems
  • Respond to customer requests related to Software Applications ranging from permissions / technical problems with applications / various other administrative items
  • Subject Matter Expert for several custom-developed & commercially available software packages used to support PSAP Technology used by Police’s Communications Division such as:
    • 911 Phone System
    • Computer-Aided Dispatch
    • Call recording functions / others
  • Documents release notes / user guides / other documentation assisting customers with application usage
  • Performs other technical assignments as needed by Operations Support Business team lead

Knowledge, Skills & Abilities

  • Advanced knowledge of 911 Phone & CAD systems
  • Knowledge of Radio Application Networks & functionality
  • Basic Knowledge of:
  • Automatic Location Information systems (ALI)
  • Automatic Vehicle Location Systems (AVL)
  • Advanced knowledge of recording equipment & business processes / Telephony experience
  • Ability to work in team environment / work well under pressure
  • Ability to set priorities & complete tasks on time with minimal supervision
  • Superior analysis & problem-solving ability
  • Knowledge of principles of business analysis & business process analysis
  • Familiarity of SQL and application development lifecycle
  • Ability to map current & proposed customer processes
  • Ability to communicate technical expertise to all levels of technology customers
  • Knowledge of Microsoft Reporting Services & SharePoint
  • Knowledge of principles of project management
  • Highly organized with ability to work on multiple projects simultaneously
  • Excellent oral & written communication skills / demonstratable customer service

Preferred Qualification

  • Bachelor’s degree in Computer Science or Information Systems
  • Hands-on work experience in PSAP Technology Application Administration or functioning as PSAP Technology Systems Analyst
  • Experience as user of PSAP Technology such as 911 Phone or CAD systems as 911 call taker / CAD dispatcher / Officer / Medic / Fire

Minimum Qualifications

Associate’s degree with three (3) of relevant work experience; or a Bachelor’s degree with one year of relevant work experience; or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties

Salary

$72,817 - $91,021; Commensurate with Experience

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
