Summary Statement

This class is responsible for planning, evaluating, directing, and implementing multiple and diverse statewide programs for the Division of Parks and Recreation in order to support the administration of Delaware’s parks, greenways and nature preserves.
  • Supervises, directly and through subordinate supervisors, professional, technical and administrative support staff.
  • Administers budgets, grants, trust funds, and/or grant-in-aid in excess of 4 million dollars.

Nature and Scope

The class reports to a technical supervisor and is responsible for planning, evaluating, directing, and implementing multiple and diverse statewide programs for the Division such as resource conservation, land acquisition and preservation, planning and development, conservation easements, land and historic resource tax credit, grant-in-aid awards, and recreational trails planning, construction, and maintenance. Program results have statewide and regional environmental and socioeconomic impact. Principal contacts are with other personnel within the Division and Department, federal, state, county and local agencies, environmental and conservation organizations, legislators, landowners, attorneys, appraisers, surveyors, environmental consultants, recreational use groups, interest groups, contractors, and the public.

Essential Functions

  • Plans, evaluates, directs, and implements multiple and diverse statewide programs. Ensures programs and activities meet goals and objectives and are in compliance with applicable laws, rules, regulations, policies and procedures.
     
  • Plans, assigns, reviews and evaluates the work of subordinate staff.
     
  • Represents Cabinet Secretary, Division Director, and supervisor at meetings, conferences, on committees and in negotiations. Chairs and staffs Division and Governor-appointed councils and interagency working groups to achieve mutual goals and objectives.
     
  • Reviews, evaluates and analyzes proposed and existing laws, rules, and regulations, recommends and implements changes. Drafts and recommends laws, rules, and regulations.
     
  • Develops, recommends, and implements policies, procedures, short and long term strategies, goals, and objectives.
     
  • Prepares grant applications, develops, justifies, monitors and controls budgets and contracts.
     
  • Works with a variety of people and agencies such as other personnel within the Division and Department, federal, state, county and local agencies, environmental and conservation organizations, legislators, landowners, attorneys, appraisers, surveyors, environmental consultants, recreational use groups, interest groups, contractors, and the public.

Job Requirements

JOB REQUIREMENTS for Parks Program Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in natural resources, park or recreation program administration such as overseeing and directing the development, implementation and evaluation of natural resources, park or recreation programs and services; establishes program objectives; plans short and long range program goals; develops and implements program policies and procedures and ensures compliance and funding requirements.  Provides advice to other agency organizational units through consultation.
  2. Six months experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.
  3. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  4. Knowledge of developing policies or procedures.
