Description of Occupational Work

This class series uses three levels in the Agriculture, Natural Resources and Sciences occupational group, Sciences occupational series and describes management of natural resources program(s) and staff and the analysis and interpretation of scientific or technical theory and principles, professional practices, agency philosophy, and operational policies and regulations. Work is conducted in support of fish and wildlife management, air quality management, waste management, park public recreation and nature preservation, soil and water conservation and water resources management and related resources.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Plans, coordinates and oversees program implementation.
     
  • Provides technical direction and oversight for subordinates.
     
  • Recommends and drafts laws, rules and regulations applicable to assigned program areas.
     
  • Drafts grant applications and budget proposals; may participate in other specialized fiscal activities.
     
  • Manages staff personnel matters such as training, performance evaluation, hiring interviews, and making hiring recommendations.
     
  • Plans, coordinates and conducts meetings and workshops with other agencies and the private sector.

Levels of Work

Environmental Program Manager I

This level manages a homogeneous program or one specific segment of a diverse program associated with the management of natural resources.

  • Reports to an administrative superior.
  • Supervises subordinate technical and support staff.
  • Program segment has statewide and regional responsibilities.
  • Work requires integration of the principles and practices of engineering, environmental science, geology, hydrology, chemistry, and life, physical or soil science.
  • Applies strong management skills and technical knowledge of several related disciplines.
  • Coordinates applied research, analysis and interpretation of data to support action taken concerning laws, rules, and regulations applicable to the assigned program and Department objectives.
  • Work is performed consistent with established policies and practices and with a moderate degree of independence.

Environmental Program Manager II

This level manages a program having multiple and diverse segments related to the management of natural resources.

  • Reports to a Program Administrator and receives limited supervision.
  • Plans, coordinates and oversees implementation of a total program having multiple and diverse segments.
  • Applies administrative and technical factors related to a program which has multiple and diverse segments.
  • Work is performed consistent with established policies and practices, however, responsibilities include recommending effective modification to established policies and practices.
  • Works with other agencies and the private sector, statewide and regionally, to coordinate and achieve mutual goals and objectives.

Environmental Program Administrator

This level administers diverse programs associated with the management of natural resources.

  • Reports to the Division Director or Deputy Director and works with a significant degree of independence.
  • Directs the implementation of multiple programs. Program results have statewide, regional, national and international environmental and socioeconomic impact.
  • Directs staff in the application of multiple disciplines to develop and implement strategies, priorities, programs and problem solving approaches to complex environmental issues.
  • Ensures efficient application of staff and fiscal resources. Prepares annual budget coordinating the efforts between the federal, state and county funding sources. Edits and approves grant proposals written by subordinates.
  • Participates in developing and recommending goals and objectives that will impact statewide, regional, national and international environmental and socio-economic factors.
  • Contacts are with legislators, county/town officials landowners, contractors and other state administrators.

  • Ability to establish and maintain effective working relationships with government officials, landowners, contractors, environmental groups and co-workers.

In addition to the above knowledge, skills and abilities, the Environmental Program Manager II requires:

  • Knowledge of state and regional policies, procedures and objectives.
  • Knowledge of regional socio-economic factors.
  • Skill in motivating and developing subordinate personnel to their fullest potential.
  • Ability to organize and oversee a program having multiple segments to accomplish goals and objectives.

In addition to the above knowledge, skills and abilities, the Environmental Program Administrator requires:

  • Knowledge of international laws, rules and regulations applicable to assigned and related programs.
  • Knowledge of the principles of administrative management.
  • Knowledge of national socio-economic factors.
  • Skill in establishing and integrating the goals and objectives of multiple and conflicting programs.
  • Ability to interpret and apply rules and regulations to specific problems.

Job Requirements

JOB REQUIREMENTS for Environmental Program Administrator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Biology, Chemistry, Geology, Physics, Engineering, Environmental Science or related field.
  2. Three years experience in environmental/natural resources program administration which includes overseeing and directing the development, implementation and evaluation of environmental/natural resource programs and services; establishes program objectives; plan short and long range program goals; develop and implement program policies and procedures and ensures compliance and funding requirements. Provides advice to other agency organizational units through consultation.
  3. Three years experience in analyzing and evaluating data.
  4. Three years experience in interpreting environmental laws, rules, regulations, standards, policies and procedures.
  5. Six months experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
