Description of Occupational Work

This class series uses five levels in the Engineering, Planning, Technical Services occupational group, Electronics occupational series and describes work diagnosing, troubleshooting, repairing, constructing, and designing a variety of equipment associated with intelligent transportation systems such as traffic signals, traffic counters, variable message and variable speed limit signs, traffic cameras, weather stations, AM radio, and wireless radio systems.

Note:  This career ladder series incorporates levels I, II, III, and IV.  The I level is to provide entry for hiring new employees into the class series but does not preclude hiring new employees at higher levels. Employees may be promoted through the career ladder in accordance with minimum qualifications and promotional standards. Promotional standards, a selection document under separate cover, sets forth the criteria that define and describe the requirements that must be met at each level. Advancement of employees through the career ladder is dependent on an agency’s/department’s operational needs and distribution of work.
 
The Intelligent Transportation Systems Supervisor level, although not part of the career ladder, provides competitive opportunity for movement of employees.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.

  • Diagnoses, troubleshoots, and repairs a variety of intelligent transportation systems equipment. 
     
  • Repairs copper-wired, fiber-optic, and wireless communication systems related to intelligent transportation systems equipment.
     
  • Tests intelligent transportation systems equipment using detection software and a variety of testing devices such as multi-meters, meggars, GPS equipment, and oscilloscopes. 
     
  • Interprets blueprints, schematics, and wiring diagrams for the purpose of diagnosing intelligent transportation systems equipment. 
     
  • Applies the standards, principles, and practices of the department safety manual, the Manual on Uniform Traffic Control Devices, and the National Electrical Code. 
     
  • Responds to emergencies relating to problems and situations involving intelligent transportation system equipment. 
     
  • Transfers data to and from field unit devices such as traffic signal controllers, piezoelectric axle sensors, and automatic data recorders into a computer database. 
     
  • Detects, locates, and marks out underground utilities. 
     
  • May perform field counts for traffic control and timing. 
     
  • Operates motorized equipment such as an aerial lift device with extended arm for purposes of repairing and replacing intelligent transportation systems equipment.

Levels of Work

Intelligent Transportation Systems Technician I 

This is the trainee level receiving on-the-job training from a technical supervisor. Work includes assisting in the diagnosing, troubleshooting, and repair of intelligent transportation systems equipment under close supervision. 

Intelligent Transportation Systems Technician II
 
This is the full-performance level responsible for performing the full range of Essential Functions independently under the supervision of a technical supervisor. Contacts include law enforcement, utility companies, private contractors, and the public for the purpose of ensuring intelligent transportation systems equipment functions appropriately. 

Intelligent Transportation Systems Technician III
 
This is the advanced level responsible for constructing intelligent transportation systems configurations by interpreting blueprints, schematics, and wiring diagrams. Work includes diagnosing, troubleshooting and repairing complex intelligent transportation systems equipment problems requiring communications systems diagnosis, fiber tipping and splicing, and cabling repair.  Employees may also train and provide guidance to other technicians in the diagnosing, troubleshooting, and repair of the full range of intelligent transportation systems equipment. 

Intelligent Transportation Systems Technician IV

This is the expert level responsible for designing intelligent transportation systems configurations which includes developing wiring diagrams and schematics. Work includes developing appropriate modifications to existing intelligent transportation systems equipment to achieve goals and objectives. Employees may also train and provide guidance to other technicians in the diagnosing, troubleshooting, repair, and construction of the full range of intelligent transportation systems configurations. 

Intelligent Transportation Systems Supervisor
 
This is the supervisory level responsible for supervising Intelligent Transportation Systems activities. Incumbents at this level receive administrative supervision and coordinate the diagnosing, troubleshooting, repair, construction, and design of intelligent transportation systems configurations for a regional or specialty area. Work includes analyzing the effectiveness of intelligent transportation systems infrastructure and making appropriate modifications as needed. Employees also monitor contract work for compliance with contract terms and specifications, approve progress payments, and recommend approval of final payments. Contacts include law enforcement, utility companies, private contractors, engineers, and the public for the purpose of developing, coordinating, and ensuring an integrated and effective intelligent transportation systems operations. 

Supervision is exercised over at least two or more merit full time positions per the Merit Rules. The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire/fire, and discipline. 

Knowledge, Skills and Abilities

The intent of the listed knowledge, skills and abilities is to give a general indication of the core requirements for all positions in the class series; therefore, the KSA’s listed are not exhaustive or necessarily inclusive of the requirements of every position in the class. 

  • Knowledge of electronics and electrical wiring theory, principles, and practices
  • Knowledge of electrical and electronic repair practices.
  • Knowledge of electronic and electrical safety standards, policies, and procedures.
  • Knowledge of reading schematics, blue prints, and wiring diagrams.
  • Knowledge of interpreting the department safety manual, the Manual on Uniform Traffic Control Devices, and the National Electric Code.
  • Knowledge of mathematical computations.
  • Knowledge of using testing and detection instruments and devices.
  • Knowledge of using hand and power tools.
  • Knowledge of using a telephone test set to diagnose and troubleshoot communications equipment malfunctions.
  • Knowledge of detecting and locating underground utilities.
  • Knowledge of using a multi-meter to measure resistance, current, and voltage.
  • Knowledge of using a personal computer to operate software applications.
  • Ability to perform aerial vehicle operations.
  • Ability to communicate effectively with others.

In addition to the above knowledge, skills, and abilities, the Intelligent Transportation Systems Technician II requires: 

  • Knowledge of repairing communications devices used to relay information to and from intelligent transportation systems equipment.
  • Knowledge in using an optical time domain reflectometer (OTDR) to diagnose fiberoptic communication device malfunctions.
  • Knowledge of Maintenance of Traffic (MOT) standards and procedures for repairing intelligent transportation systems equipment in hazardous locations and situations.
  • Skill in electronics and electrical wiring theory, principles, and practices.
  • Skill in troubleshooting, repairing, installing, and maintaining intelligent transportation systems equipment.
  • Skill in performing mathematical computations.
  • Skill in applying electronic and electrical safety standards, policies, and procedures.
  • Skill in interpreting schematics, blue prints, and wiring diagrams.
  • Skill in using testing and detection instruments and devices to diagnose intelligent transportation systems malfunctions.
  • Skill in using hand and power tools.
  • Skill in using a telephone test set to diagnose and troubleshoot equipment malfunctions.
  • Skill in detecting, locating, and marking out underground utilities.Skill in using a multi-meter to measure resistance, current, and voltage.
  • Skill in operating intelligent transportation systems and communications software applications to detect equipment malfunctions.

Job Requirements

JOB REQUIREMENTS for Intelligent Transportation Systems Technician I
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Knowledge of electronics or electrical installation.
  2. Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
