Description of Occupational Work

This class series uses three levels in the Health and Human Services occupation group, Medical Services occupational series and describes licensed work in the field of medicine applying the principals, theories and practices of medical science. Work involves the diagnosis and treatment of illness and disease, the detection and prevention of potential health problems and the establishment and maintenance of appropriate standards of health care. Positions in this series require a license issued by the Delaware Board of Medical Practice.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.

  • Performs physical examinations, assesses condition, makes diagnoses, orders laboratory tests and makes recommendations and referrals.
     
  • Prescribes treatment, monitors patient's progress and adapts treatments.
     
  • Performs outpatient surgical procedures in scheduled and emergency situations.
     
  • Makes rounds with medical and nursing personnel; explains history, course of treatment, and current status of assigned cases; takes part in conferences concerning cases; recommends future treatment or action; counsels individuals and relatives about physical, medical and mental conditions.
     
  • Prepares various records such as progress notes and summaries; writes orders.
     
  • Instructs nursing and related medical staff in specific treatments.
      
  • Develops and administers comprehensive plans to ensure the most positive prognosis available.
      
  • Provide individuals and families with information regarding physical and medical status.

Levels of Work

Physician

This is the full performance level of licensed physician work.

  • Performs the full range of essential functions independently in determining the appropriate diagnosis, care and treatment.
  • May serve as a consultant in a specialty area, such as gerontology, oncology, pediatrics, providing direction and guidance to other physicians.
  • May supervise staff.
  • Regular contacts are typically with families and patients, medical and nursing personnel for the purpose of discussing medical diagnosis and treatment.


Chief Physician

This is management level work responsible for the delivery of medical and ancillary services by providing direct patient care or overseeing the administration and delivery of medical services provided by managed care organizations.

  • Supervises and manages medical personnel, contracted/consultant physicians, pharmacists and laboratory staff; develops, reviews and monitors medical plans and provides consultation on unusual or complex cases.
  • Develops, implements, and oversees the medical policies and procedures for health services; directs the focus of managed care organizations to eliminate service gaps and ensure services are provided in an effective, quality sensitive and cost effective manner; defends policies at public hearings and client appeal hearings. 
  • Provides direct care or provides clinical expertise/consultation to State medical assistance services; directs staff and the delivery of services; overrides medical care decisions/limitations on services made by medical directors of managed care organizations; determines and defends medical eligibility for services.
  • May serve as chairman of or participates on various committees and represents the State at national conferences and seminars.
  • Contacts are typically with policy staff, staff nurses, medical consultants, physicians, pharmacists and laboratory staff for the purpose of providing technical guidance in carrying out medical services.
  • Also included is developing and maintaining a network of contacts with various public and private health organizations to ensure the delivery of services, participate in health education initiatives, assess value of services and to research new technologies and services.


Medical Director

This is the administrative level responsible for directing, planning, coordinating and implementing all health related services of in-patient, clinical or community services. 
  

  • Manages through subordinate supervisors a variety of staff functions including but not limited to physicians, nurses, clinic managers, and program administrators.
  • Develops, implements, evaluates and oversees medical, clinical and administrative policies and procedures for health services.
  • Develops, implements and evaluates new/revised programs/services that may include private health care providers to meet the growing needs of communities/patients/clients.
  • Determines staffing, budgetary and grant needs/requirements and manages budgetary and staffing resources.
    Serves on advisory boards and committees and participates in medical organizations.
  • Contacts are typically with staff, researchers, private health care providers, community organizations and interest groups, health professionals and national/professional organizations for the purposes of managing and providing health care services and discussing medical programs/management issues and regulations.

  • Knowledge of the methods and techniques used in dealing with individuals in various states of mental acuity.
  • Knowledge of the state and federal standards, laws and regulations governing the provision of medical services.
  • Skill in the diagnosis and treatment of disease and trauma.
  • Skill in securing and maintaining the confidence and cooperation of individuals in various states of mental acuity.
  • Skill in individual/family health counseling.
  • Ability to instruct nursing and related personnel in specific treatment techniques.
  • Ability to oversee the work of subordinate medical, nursing and related personnel.
  • Ability to communicate effectively.
  • Ability to interpret and assess laboratory data and medical reports.
  • Ability to speak before groups.


In addition to the above knowledge, skills and abilities, the Chief Physician requires:

  • Knowledge of supervisory and managerial principles and practices.
  • Knowledge of clinical practice and techniques.
  • Knowledge of the principles and practices of health administration.
  • Knowledge of the state and federal standards, laws and regulations governing quality assurance.
  • Knowledge of the principles and practices of budgeting.
  • Ability to oversee and coordinate medical program/services activities in a variety of specialty areas.
  • Ability to provide technical medical guidance and oversee the work of medical staff.
  • Ability to communicate effectively and present and defend ideas and decisions.


In addition to the above knowledge, skills and abilities, the Medical Director requires:

  • Knowledge of community, public, private, state and national health resources and program goals, objectives and funding sources.
  • Knowledge of finance, grants, contracts, budgeting, statistics and accounting.
  • Knowledge of the principles and practices of administration.
  • Knowledge of individual and community disease control and prevention.
  • Knowledge of service design, implementation and evaluation.
  • Skill in evaluating staff and service requirements for developing plans.
  • Skill in managing a complex organization, involving budgetary and personnel management.
  • Skill in statistical analysis.
  • Ability to project, assess, evaluate and measure effective service delivery to meet goals and objectives.
  • Ability to establish and maintain effective working relationships with community organizations and interest groups, health professionals, national organizations and professional groups.
  • Ability to oversee and coordinate medical activities.
  • Ability to exercise judgment and discretion in applying and interpreting policies, procedures, regulations, standards and protocols.

Job Requirements

JOB REQUIREMENTS for Physician
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Delaware Physician M.D. or Delaware Physician D.O. license or eligibility for a Delaware license.
  2. Six months experience in practicing medicine in a hospital, clinic or private practice.
