Summary StatementA class incumbent oversees/administers the State Farm Program to ensure sufficient, reliable labor to harvest crops for those employees using the Interstate Agricultural Clearance System; provides technical advice on actions required to maintain compliance with applicable migrant and seasonal farmworker laws, rules and regulations.
Nature and ScopeA class incumbent performs with general direction from an administrative superior and is responsible for administering the state's farm-labor program. Other positions reporting in at this level include Employment and Training Program Specialists who provide technical assistance to various Employment and Training contracts/programs, Employment and Training Youth Program Coordinator and Employment and Training Area Operations Managers. The incumbent oversees the outreach function during the growing seasons.The incumbent has frequent contact with growers and their attorneys, crew leaders, migrant and seasonal farmworker's, advocacy and lobbying groups representing both growers and workers, church groups, government agencies and representatives, other migrant and seasonal farmworker providers, social agencies, and other state counterparts. The purpose of these contacts is to coordinate efforts in support of a comprehensive statewide labor program, and to advise the parties involved of their rights and responsibilities regarding the terms and conditions of employment. Significant aspects of this work are to act as the division's farm-labor expert and to provide information and direction to state labor officials.
