Summary Statement

The class incumbent is responsible for directing the implementation, supervision and evaluation of all residential care and habilitative services in a residential facility for developmentally disabled clients.

Nature and Scope

The class incumbent reports to the Director of Stockley Center and is responsible for directing the services delivery system which provides residential care and habilitative services for all clients. Work includes developing and implementing service delivery systems for the physical care and habilitative programming of a large population of developmentally disabled clients, directing the systems through subordinate administrative personnel and ensuring conformance with general guidelines, methods, standards, techniques and regulations applicable to the management of developmental disabilities programs. The incumbent ensures compliance with ICF/MR standards and the provision of active treatment. The incumbent also evaluates program operations and acts to ensure the protection of clients' rights.

Essential Functions

  • Plans, assigns, supervises and evaluates the work of staff responsible for the supervision of habilitative programs, physical care, activities and general residential services.
     
  • Prepares performance evaluations on all subordinate directors and department heads, and oversees labor relations for all residential services.
     
  • Instructs supervisors and professional staff in active treatment services and develops the standards and goals for service provision and implementation of habilitative residential services.
     
  • Plans and coordinates the development of the budget for Stockley Center residential services.
     
  • Allocates staff and resources to the program units.
     
  • Maintains a comprehensive record keeping system which insures that the rights of the developmentally disabled clients being served are not abridged.
     
  • Acts in absence of the supervisor.

  • Knowledge of management principles and objectives, applied behavior analysis,
    habilitative training interventions, task analysis, staffing patterns, applied standards and intellectual developmental disabilities.
  • Knowledge in the delivery of services to the developmentally disabled clients.
  • Knowledge and experience with clinical record keeping specializing in individual habilitative records of developmentally disabled clients.
  • Knowledge of facility and client needs as applicable to staffing and resources needed.
  • Knowledge of preparing and issuing employee performance evaluations and the labor relations process.
  • Skills in organizing and implementing systems for quality service delivery through subordinate managers.
  • Skills in training subordinate supervisors and professional staff in such systems.
  • Skills in interpersonal communications and professional staff of conduct.
  • Ability to recognize client needs and supervise the development and delivery of programs to meet those needs.
  • Ability to perceive issues objectively and communicate clearly and directly.
  • Ability to design and monitor quality control systems to facilitate the fulfillment of client needs.
  • Ability to identify budgetary needs.
  • Ability to develop and maintain a record system which meets accreditation standards.

Job Requirements

JOB REQUIREMENTS for  Developmental Disabilities Director Residential Services
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Behavioral or Social Science or related field.
  2. Three years experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  3. Six months experience in strategic planning such as planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success.
  4. Six months experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors. 
  5. Three years experience in developing policies and procedures.
