Summary Statement

A class incumbent is responsible for directing the activities of public health programs and services throughout an assigned county or all community mental health clinics throughout the State.

  • Directly supervises 25-30 professional, paraprofessional and clerical employees.
  • Annual operating budget: 8-10 million.

Nature and Scope

An incumbent in this class reports to an administrative superior and is responsible for managing the operations of all public health programs within an assigned county or all community mental health clinics throughout the State. An incumbent develops, organizes and implements new programs and ensures compliance with policies and procedures mandated by the various bureaus within the Division of Public Health or the Division of Substance Abuse and Mental Health.

  • Develops, organizes and oversees the implementation of public health programs and services throughout the county or all community mental health clinics throughout the State.
     
  • Supervises the operations of County Public Health Clinics and provides administrative direction to clinic medical staff or supervises the operations of all community mental health clinics throughout the State.
     
  • Participates in the assessment and policy development for new and/or expanded program needs in the county.
     
  • Maintains liaison with other professional community groups and organizations in the community health field.
     
  • Manages budgetary and personnel resources of the County health unit.
     
  • Prepares and maintains records and reports as required.

  • Knowledge of the principles and practices of Public Health Administration and policy development.
  • Knowledge of the principles and practices of fiscal operations and personnel management.
  • Ability to assess community needs and develop new programs.
  • Ability to evaluate effectiveness of a variety program areas.
  • Ability to establish and maintain effective working relationships with staff, private health care providers and other public health agencies.

Job Requirements

JOB REQUIREMENTS for Health Services Clinic Administrator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  2. Six months experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
  3. Six months experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
  4. Three years experience in developing policies and procedures.
