Summary Statement

A class incumbent is responsible for supervising counseling staff providing rehabilitation services to adult offenders incarcerated in correctional institutions or assigned to Community Corrections.

  • Supervises a staff of 3-8 professional employees.

Nature and Scope

An incumbent in this class plans, assigns, reviews, and evaluates the work of professional staff engaged in providing rehabilitation services to inmates/clients in a correctional setting. The incumbent, either alone or in conjunction with the subordinate staff, develops, implements, and evaluates the institutional/facility treatment programs and recommends appropriate changes and/or modifications. Incumbents serve on a variety of committees regarding staff development, long range planning, institutional policy and operating procedures. Incumbents are responsible for preparing or overseeing the preparation of treatment plans, assessments and status reports. A significant aspect of the work involves dealing with criminally oriented persons and motivating those persons towards resocialization.

  • Develops, implements, and evaluates treatment programs recommending either modifications or changes as appropriate.
     
  • Plans, assigns, reviews and evaluates the work of staff; Conducts staff meetings/conferences and training sessions as required.  Interviews and makes recommendations regarding the selection of candidates for counseling and support positions.
     
  • Provides technical guidance to subordinates ensuring that services are provided to inmates/clients and within departmental/institutional constraints.
     
  • Serves on a variety of boards and committees.
     
  • Conducts individual/group counseling session with inmates/clients, assesses information obtained and develops appropriate treatment plans for the clients.
     
  • Prepares a variety of records, reports and summaries and maintains caseload files.
     
  • Maintains liaison with institutions, courts, community agencies and organizations concerned with correctional institutions and inmate/client treatment programs and rehabilitation.

Knowledge, Skills and Abilities

  • Knowledge of human behavior with particular emphasis on criminally oriented or deviant behavior.
  • Knowledge of supervisory principles and practices.
  • Knowledge of psychological counseling techniques, attitude/behavior assessment, and symptoms of maladaptive behavior.
  • Knowledge of social, psychological, and economic of deviant/criminal behavior.
  • Skill in eliciting information of a sensitive nature from a variety of persons of varying and interpreting client information and developing appropriate treatment plans based on evaluation and synthesis.
  • Ability to recognize symptoms and patterns of abnormal or anti-social behavior/attitudes and develop the appropriate course of corrective action.
  • Ability to work with other professionals involved in inmate/client treatment programs with an appreciation for other points of view and professional judgement.
  • Ability to provide guidance and training to professional staff. ability to prepare reports of findings and recommendations.
  • Ability to communicate effectively both orally and in writing.

Job Requirements

JOB REQUIREMENTS for Correctional Counselor Supervisor

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in case management which includes assessing, planning, developing, implementing, monitoring, and evaluating options and services to meet an individuals human service needs.
  2. Three years experience in behavior management such as understanding, explaining, describing and predicting behavior, studying the connection between behavior and its causes and identifying appropriate behavior modification strategies for individual situations.
  3. Three years experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  4. Three years experience in providing rehabilitation services to adult offenders which includes evaluating progress in attainment of goals and adjusting treatment plans; analyzing social and criminal history; participating in interdisciplinary conferencing.
  5. Six months experience in narrative report writing.
  6. Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data. 
  7. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
