Summary Statement

Employees in this class administer child welfare programs that ensure the safety, well-being, and permanency of children and youth, serving some of the State’s most vulnerable populations. Primary responsibilities include overseeing and directing the planning, development, implementation, and evaluation of child welfare programs statewide, through a team of management level staff, ensuring effective service delivery and positive outcomes. Child welfare programs administered include Intake and Investigation, Treatment, Foster Care, Permanency and Adoption, and Independent Living.

A significant aspect of work includes making decisions on behalf of division leadership and developing state and agency level strategy for the provision of child welfare programs in accordance with state and federal program requirements.

Nature and Scope

An employee in this class reports to the Division Director of the Division of Family Services and is accountable for administering child welfare programs at the State level through management staff that directly report to this class. Work encompasses oversight of all programs and related operations and services delivered by agency staff and contracted providers. A significant aspect of the work involves working with other department administrators and officials from private, public, or community agencies in the planning, coordination, and integration of program plans to ensure a continuum of services for children and families that is aligned with state and federal child welfare requirements. Program results directly impact the safety, well-being, and permanency of children and youth statewide.

Child Welfare Program Administrators report to and receive general direction and guidance in terms of broad goals and objectives from the Division Director. The employee establishes the methods for achieving goals and objectives and administers child welfare programs at the State level. Employees are responsible for setting the strategic direction of programs, administering section budgets, and monitoring the use of designated funds, including the administration of funds received through federal programs. In addition, employees direct, coordinate, and/or participate on committees and task forces addressing issues pertaining to the services for children and families.

  • Administers child welfare programs statewide through management by overseeing and directing the planning, development, implementation, and evaluation of programs and related operations and services delivered by agency staff and contracted providers, and strategic initiatives, policies, procedures, and systems.
  • Ensures that all programs meet state and federal requirements and align with the division’s mission, initiatives, and strategic priorities.
  • Supervises two or more merit full-time positions, at least one of which must be at the management level.
  • The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion.
  • Sets policy and establishes long-and short-term strategic goals and objectives to maximize service delivery effectiveness, resources, and compliance with agency, state, and federal laws, rules, regulations, professional mandates, and best practices.
  • Provides expertise and strategic direction to leadership and advises on major policy issues.
  • Develops methods for evaluating the effectiveness and compliance of child welfare programs and related operations and services.
  • Monitors, reviews, and analyzes the budget, including the use of approved program funds and federal program allocation. Directs program budget development and makes recommendations to leadership for improvement such as new funding sources.
  • Leads agency coordination and submission of required federal compliance reports, data, and other documentation.
  • Reviews Requests for Proposal (RFPs) and grant applications for technical soundness and conformance to departmental goals and objectives.
  • Convenes and chairs multidisciplinary workgroups and committees to evaluate program efficacy, ensure continuous improvement, collaborate with stakeholders, and inform policy and procedure development.
  • Represents the unit, division, or department at national, state, and private sector meetings, conferences, workshops, committees, and task forces.
  • Reviews new or revised state, local, and federal laws, rules, and regulations, and proposed legislation; determines impacts, implements changes, and provides related training/dissemination.
  • Performs other related duties as required.

  • Ability to prioritize section goals and objectives for budgetary purposes.
  • Ability to provide clear, concise, comprehensive, and information visual, statistical, and narrative reports.

Job Requirements

JOB REQUIREMENTS for Child Welfare Program Administrator II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Behavioral or Social Science or related field.
  2. Three years’ experience in health or human services program management such as planning, developing, implementing, and evaluating health or human services programs to ensure goals and objectives are met.
  3. Two years' experience in contract management and control such as ensuring compliance with terms of contracts; negotiating changes to existing contracts; monitoring expenditures.
  4. Two years' experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  5. One year of experience in developing policies or procedures.
  6. Six months’ experience in budget administration which may include but is not limited to managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
