Summary Statement

A class incumbent is responsible for administering the Quality Assurance/Compliance monitoring program for Division of Forensic Science (DFS) laboratory and pathology operations.

Nature and Scope

A class incumbent reports to an administrative superior and is responsible for developing, implementing, and overseeing all quality assurance activities and monitoring program policies and procedures necessary to implement the program. Work involves providing training and technical assistance to division staff and contractors on matters relating to implementation of quality assurance standards and compliance with the same.  Work also involves addressing technical, lab and post mortem problems throughout the Division, working collaboratively with management staff in preparing corrective action and ensuring implementation for remediation.  A class incumbent is responsible for monitoring and analyzing the quality and appropriateness of division services and functions and may conduct special studies as requested.

  • Develops and implements quality assurance programs for laboratory and pathology operations and contracted services provided by the Division and maintains and updates the DFS Quality Manual.
     
  • Develops and maintains audit and report schedules; analyzes, records, and reports data in accordance with program standards.
     
  • Reviews, monitors and recommends new and revised operational or administrative policies and procedures to assure compliance with federal and state regulations, and conducts special studies as necessary.
     
  • Coordinates internal quality assurance activities of each analytical section.
     
  • Contributes to the drafting of incident and injury reports identifying findings and deficiencies and making recommendations for improvement.
     
  • Conducts training and provides technical assistance in all aspects of quality assurance for Division staff and contractors; organizes safety programs for laboratory staff.
     
  • Develops and manages service contracts; develops RFP's, negotiates and develops cost effective contract agreements.
     
  • Investigates incidents of non-compliance and conducts special studies as requested by superiors.

  • Knowledge of principles of management and administration.
  • Knowledge of Forensic Science programs, policies, and procedures.
  • Knowledge of laboratory operations, programs, policies, procedures and practices and the function and proper use of laboratory equipment.
  • Knowledge of state and federal laboratory regulations. 
  • Knowledge of methods and techniques used in the analysis of managerial and operational problems.
  • Skill in troubleshooting and resolving quality assurance, operational and managerial problems.
  • Ability to provide leadership and set priorities.
  • Ability to communicate effectively both orally and in writing.
  • Ability to develop quality assurance tools and evaluation systems.
  • Ability to develop and coordinate training programs.

Job Requirements

JOB REQUIREMENTS for Quality Assurance Program Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in ensuring compliance with regulatory and accreditation standards.
  2. Six months experience in developing, implementing, and managing quality improvement programs such as evaluating the quality of services, identifying problems and needs and recommending corrective action and improvements to ensure optimum service delivery, goals and objectives are met and ensure compliance with applicable laws, rules, regulations and standards.
  3. Six months experience in narrative report writing.
  4. Six months experience in developing policies policies or procedures.
  5. Coursework, training and/or work experience in contract development such as writing and negotiating contracts.
