Description of Occupational Work

This class series uses four levels in the Health and Human Services occupational group, Health Care, Administrative, Non Medical occupational series and describes work involving the review and evaluation of various statewide public assistance programs. This requires extensive program knowledge.  Case reviews are conducted within federally mandated time frames. Failure to meet time frames can result in federal administrative penalties.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.

  • Review/audit public assistance case records and document the nature of all errors so that: the total error rate can be determined. 

  • Present program methods and procedures can be evaluated; and more effective methods and procedures can be developed and implemented as needed.

  • Examine case records to include mathematical computations of incomes, resources and expenses relative to receipt or denial of assistance.

  • Schedule home visits with program recipients and interview to verify and/or supplement case record information.

  • Make written, telephone and personal collateral contacts with employers, State and Federal agencies, schools etc., in order to substantiate and/or supplement case record information.

  • Analyze case determinations for compliance with applicable laws, rules, regulations, policies and procedures of the assistance programs. Completes required federal schedule for each case assignment. Write a summary for each case reviewed detailing the nature of errors as applicable.

  • Analyze data accessed from automated information systems.

  • Maintain records of cases received with particular emphasis given to review initiation and completion dates.

  • Attend staff meetings to discuss laws, rules, regulations and policy interpretations and revisions.

  • Make recommendations regarding possible solutions to recurring errors.

Levels of Work

Program Compliance Specialist I 

This is the first level of quality control work involving reviewing/auditing of various statewide public assistance cases including, but not limited to Food Stamps, Aid to Families with Dependent Children (AFDC) and the multiple Medicaid programs. A significant aspect of the work involves expertise in interpretation and application of program rules, regulations, policies, and procedures.

  • Reports to the Program Compliance Supervisor.
  • Conducts comprehensive reviews and analysis of statistically selected case files to evaluate Division of Social Services compliance with program objectives and federal/state standards and program regulations.
  • Identifies factors which cause or contribute to errors rooted in the eligibility determination process and for recommending corrective actions which specifically address the problem.
  • Emphasis is placed on the accuracy and decisions of the incumbents to avoid federal monetary sanctions since work is subject to federal subsample audit.
  • Keeps abreast of frequent policy and program changes at the federal and state level.
  • May require conducting the review at the client's home.
Program Compliance Specialist II

This is lead level of quality control work involving reviewing/auditing of various statewide public assistance cases including, but not limited to Food Stamps, Aid to Families with Dependent Children (AFDC) and the multiple Medicaid programs. A significant aspect of work involves second-level reviews and analysis of work performed by program compliance staff.

  • Reports to the Program Compliance Supervisor or an administrative superior.
  • Performs second-level reviews and analysis of statistically selected case files to evaluate Division of Social Services’ compliance with program objectives and federal/state standards and program regulations.
  • Performs second-level reviews and analysis of the reviews performed by the Program Compliance Specialist I to ensure accuracy prior to submission to the related federal agencies.
  • Performs first-level reviews and analysis when needed as required for Program Compliance Specialist I.
  • Assists management with data collection.
Program Compliance Supervisor

This is the supervisory level of quality control work overseeing the accuracy of statewide public assistance case record information and determinations. Work involves supervising staff assigned to Food Stamps, Aid to Families with Dependent Children (AFDC), and the multiple Medicaid programs; and ensuring the accuracy of determinations made by staff to avoid Federal monetary sanctions.

  • Reports to a technical supervisor.
  • Supervision is exercised over at least two or more merit full time positions per the Merit Rules. The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire/fire and discipline.
  • Recommends more efficient methods and/or procedures.
  • Provides technical guidance and assistance to staff to include interpretation of policies, laws and regulations for over 30 public assistance programs.
  • Establishes validity of error determinations, monitors report processing and prepares reports on errors, causes and recommended corrective actions. Compiles data for the unit on error rates; and makes recommendations to superior regarding possible solutions.
  • Prepares responses to federal regulatory agencies in defense of the State's position on program payments.
  • Participates with management in interviewing applicants for vacant positions. Recommends new hires as well as appropriate disciplinary actions relative to subordinate employees.
  • Attends staff meetings, committee meetings and inter-agency, Federal, State and other interested group meetings in order to update and exchange information, clarify problem areas, and discuss possible solutions to public assistance problems. 
  • Trains and develops new employees; provides training updates for unit staff and others throughout the Division. 
  • Analyzes data accessed from automated information systems.
  • May perform work of staff as necessary.
Program Compliance Manager

This is the management level of quality control work for more than 30 federally funded statewide public assistance programs. This level is responsible for the Department’s corrective action processes involving over eight (8) million dollars of misspent funds; and creating all program sampling plans, coordinating program activities with the operational staff and federal officials and overseeing the operation of the National Integrated Quality Control System (NIQCS) for Delaware.

  • Reports to an administrative supervisor.
  • Manages work directly and through Program Compliance Supervisors.
  • Manages resources allotted to the Bureau of Quality Control and for the development of operating policies and procedures in conformance with overall divisional goals and objectives and federal mandates which includes directing and managing the activities of the Unit to ensure work is accurate and meets strict deadline requirement.
  • Oversees the establishment of validity of error determinations and the preparation of reports regarding errors, the cause and recommended corrective actions. 
  • Chairs or participates on various intra and interstate committees to study error rates, develop corrective action plans and, to ensure that the national quality control process is equitable, efficient and effective; and state agencies are aware of current issues and prepares annual reports regarding corrective action taken to eliminate and/or reduce error rates.
  • Informs the Cabinet Secretary of priority issues.
  • Oversees the preparation of responses to federal regulatory agencies defending the state's position on program payment.
  • Oversees preparation of the annual corrective action plan for public assistance programs.
  • Evaluates grant applications and amendments to the State Plan to ensure state requirements are met.

Job Requirements

JOB REQUIREMENTS for Program Compliance Specialist II
Applicants must have education, training and/or experience demonstrating competence in each of the following area:

  1. One year of experience in interviewing which includes using structured or unstructured interview techniques to obtain facts, explore issues and identify courses of action.
  2. One year of experience in making recommendations for continuation or changes to operations, programs, services, policies, or procedures based on findings.
  3. One year of experience in determining compliance with laws, rules, regulations, standards, policies, and procedures.
  4. Six months experience in quality improvement such as evaluating the quality of services, identifying problems and needs and recommending corrective action and improvements to ensure optimum service delivery, goals and objectives are met and ensure compliance with applicable laws, rules, regulations, and standards.
