This class is responsible for the screening, inspecting, acquiring and transporting of equipment and property made available to the State by the Federal government for distribution through programs such as the State Surplus Property Program and the Reutilization Program.
Nature and Scope
An incumbent reports to an administrative superior and is involved in the screening and acquisition of federal surplus, excess or reutilization property. oncurrently, the incumbent is responsible for making requests for need, obtaining authorization for requested property, preparing necessary paperwork and arranging to transport and/or pick up acquired property at federal facilities in accordance with acceptable rules, regulations, and procedures. Establishing effective working relationships with outside State and Federal agents is a significant aspect of the work.

Locates, screens, inspects and evaluates Federal excess, surplus or reutilization property available through various programs, such as the State Surplus Property Program or the Reutilization Program.
Schedules visits to a variety of Federal installations, tracks down items needed by the State and arranges for acquisition of requested items.
Coordinates and/or prepares all paperwork necessary for property acquisition.
Arranges transport and/or picks up acquired property, securing all necessary transport permits; arranges for shipping and movement of large equipment.
Interfaces with Federal and other State agencies regarding the distribution, screening and sale of Federal property.
Maintains logs, records and accounts of transactions involving acquisition of Federal excess, surplus or reutilization property.
Drives heavy vehicles such as tractor-trailers and may load and unload equipment, vehicles and other property.
May maintain property and equipment inventories and coordinate equipment pools.
Knowledge, Skills and Abilities

Knowledge of rules and regulations of the I.C.C. pertaining to interstate transporting by motor carrier.
Knowledge of rules and regulations governing the acquisition and sale of Federal excess, surplus or reutilization property.
Knowledge of a wide variety of equipment and other property.
Knowledge of operating and safety procedures, rules and regulations (including those of the FTC) relating to the operation of a variety of machinery, vehicles and equipment.
Knowledge of transporting techniques of a wide variety of light and heavy equipment, vehicles and other property.
Skill in evaluating the usability and potential of equipment and property.
Skill in operating heavy vehicles such as a tractor-trailer rig.
Ability to deal effectively with other State and Federal agents.
Ability to keep and maintain equipment acquisition records, reports and property and equipment inventories.
Ability to safely and securely transport light and heavy equipment, vehicles and property.
JOB REQUIREMENTS for Surplus Properties Specialist
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Six months experience in operating heavy vehicles such as tractor trailers, 1 1/2 ton and 2 1/2 ton trucks or similar equipment.
Six months experience in inventory control such as ordering, receiving, tracking, storing and handling inventory; disbursing materials, supplies and equipment.
Six months experience in record keeping.
Six months experience in applying laws, rules, regulations, standards, policies and procedures.
Possession of a valid CDL Class A Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
