Summary Statement

This is administrative level work assuring the security of lottery tickets and the daily drawing of the winning number.

  • Direct the security and operations of the traditional State and multi-State lotteries, Sports Lottery, I-gaming, and Internet Lottery with total sales of over $169.5 million. 
  • Direct the verification of the agents' instant ticket settlements, and redeemed instant ticket. 
  • Supervises staff. 
  • Manages technical testing of new or modified lottery programs.

Nature and Scope

This is administrative level work directing the operations and the security of the State Lottery. The class incumbent reports to the Finance Manager of the State Lottery. The most significant aspect of the class is maintaining the integrity of the lottery by ensuring the security of the tickets for the various games and by monitoring the security and integrity of the daily drawing of the winning number. The class incumbent is responsible for technical testing of new/modified lottery programs, disaster recovery and business continuity planning, and the daily administration of the lottery including distribution of tickets and assuring the accountability of lottery agents. The incumbent is also responsible for handling and coordinating investigation of complaints from agents and the public. In addition, directs the manual edit of all tickets cashed.

Essential Functions

  • Maintains the security of the lottery tickets and the daily drawing procedures.
  • Administers the operations of the lottery through ticket distribution, scheduling of new games and daily accounting of ticket sales and cashed tickets.
  • Serves as system administrator for a variety of applications including:  Game Management System (GMS), Internal Control Systems (ICS), Masterlink (for online games), EXACQ Vision Security System (operates security cameras) and Randomizer (Delaware lottery drawings).
  • Investigates complaints from agents and the public, participates in the investigation of security incidents, and coordinates with the State Police on criminal investigations.
  • Designs and manages technical testing including regression testing in order to ensure the correct outcome from changes to existing games and implementation of new games. Oversees and manages the rollout and analysis of technical test plan.
  • Manages and monitors the work of individuals assigned to program and test online system, various types of terminals and instant system, randomizer, animation, internal control system and player information line. Manages the third party vendor staff involved in this process. Coordinates the efforts of 3rd party vendor responsible for various software design, system releases and patches to online ticket products and Internal Control System tests.
  • Directs the operations of the lottery office, including computer operations, reception and customer service, physical security, fleet management, purchasing, inventory control.
  • Administers all peripheral technology associated with game development.
  • Negotiates with contractors and vendors for new instant games, systems, suppliers and ticket manufacturers.
  • Serves as the Division’s Information Security Officer and the lead for Disaster Recovery and Business Continuity Planning as well as managing the offsite back up site.
  • Identifies the source of errors, troubleshoots the error, and communicates with third-party vendors to resolve the error.
  • Provides training to staff in information security and disaster recovery planning.

Job Requirements

JOB REQUIREMENTS for Lottery Security/Operations Administrator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in computer security or electronic data security by providing physical and logical protection of networks, infrastructure, and sensitive and confidential data from potential threats and vulnerabilities.
  2. Three years experience in information system functional support which includes planning for informational needs to initiate system changes; developing user, operational and program documentation; coordinating, overseeing and participating in the testing of new/modified computer program enhancements by creating test data, analyzing the systems actions and determining critical system performance to ensure applications meet user needs. 
  3. Three years experience in ensuring compliance with laws, rules, regulations, standards, policies, and procedures.
  4. Six months experience in disaster recovery and business continuity planning which includes developing, designing, and implementing plans.
  5. Six months experience in investigating claims to gather facts relating to alleged or possible security violations that could result in civil, criminal or administrative action.
  6. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
