Summary Statement

An incumbent in this class is responsible for supervising Unemployment Insurance (UI) account assessment, account management and/or collections enforcement work activities on a statewide basis.  

Nature and Scope

A class incumbent reports to a technical superior and is responsible for supervising staff involved in establishing, assessing, and managing quarterly UI tax reports and collection of payments. Typical contacts are with employers and their representatives, UI staff, bank representatives, and other state and federal government officials to provide or obtain information.

  • Plans, assigns and reviews the work of staff involved in specialized areas associated with status and charge determinations, assessment activities, recording and reporting payment transactions, delinquent account status, repayment agreements, compromise of claims, identifying and/or initiating judgement activities to ensures compliance with applicable State and Federal laws and regulations.
     
  • Assists in developing and implementing UI operational policies and procedures to meet state and federal requirements.
     
  • Assists in the development or modification of UI program systems.
     
  • Provides technical UI assistance to Deputy Attorney General in litigation matters.
     
  • Prepares statistical, financial and/or narrative reports.

  • Knowledge of applicable federal and state laws, regulations, policies and procedures related to the unemployment insurance tax program.

  • Knowledge of the methods and techniques used in financial analysis.
  • Knowledge of the principles and practices of supervision.
  • Ability to establish and maintain effective working relationships with co-workers and subordinates.

Job Requirements

JOB REQUIREMENTS for Unemployment Insurance Tax Operations Supervisor
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in tax auditing which includes auditing tax documents and records to determine tax liability in accordance with Generally Accepted Auditing Standards, including assessment of internal and external controls.
  2. Six months experience in auditing business tax returns which includes auditing business tax documents and records to determine tax liability in accordance with Generally Accepted Auditing Standards and assessing internal and external controls.
  3. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  4. Six months experience in narrative report writing.
  5. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
