  • Fiscal responsibility for Department of Health and Social Service's annual budget of 330-350 million.
  • Supervises 3-4 administrative and indirectly supervises 30-35 professional, paraprofessional, secretarial and clerical employees.
  • Oversees monthly release of $2,200,000 in public assistance payments to 8,800 recipients.
  • Oversees a payroll section, through subordinate staff, that processes $7,700,000 in bi-monthly pay checks to 4300 employees.
  • Oversees an accounts payable section, through subordinate staff, that issues 3,000 checks to Department vendors.

Nature and Scope

The class incumbent functions as the principal financial officer of the Department of Health and Social Services. The incumbent has total responsibility for all auditing and accounting functions, financial reporting, fiscal recordkeeping and the development, modification and implementation of financial controls. An incumbent in this class reports to a top level Department official. Typical contacts are with operating management and other fiscal administrative personnel within the Department, high level officials of the Department and other operating departments of the State including the Treasurer's Office and Budget Office. The incumbent also maintains liaison with various Federal officials to keep informed of developments affecting the numerous programs administered by the Department. The incumbent is responsible for planning, organizing, directing and implementing financial systems and procedures through a subordinate staff of professional, paraprofessional and clerical personnel with the principal focus on effectively managing the budget of the Department of Health and Social Service.

  • Provides effective management of assigned staff to achieve proper fiscal control of the Department's financial resources.
  • Provides counsel and direction to Department budget unit managers and financial administrators concerning policy, procedure and interpretations of applicable state and federal laws and regulations pertaining to the fiscal affairs of the Department.
  • Provides fiscal management information, reports and briefings to top agency management, representatives from fiscal/financial agencies or federal grant or agencies.
  • Develops and administers financial control and reporting systems that accurately reflect the fiscal posture of the Department.
  • Conducts indepth, comprehensive analysis and/or forecasting of fiscal matters for the Department.
  • Provides technical and administrative direction to the Department's functional operations including, accounting, payroll, DFMS, public assistance payments and federal grants management offices.
  • Monitors all financial transactions within the Department to insure complete compliance with all Federal, State and Departmental rules, regulations, policies and procedures.
  • Prepares annual budgets involving state, special and federal funds and makes necessary revisions to reflect changes in receipts, estimates, costs or program needs.

Job Requirements

JOB REQUIREMENTS for Controller Department of Health and Social Services
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in planning, designing, developing, implementing and evaluating fiscal management studies.
  2. Three years experience in developing solutions and providing recommendations, guidance and direction to management/officials in accomplishing organizational and operational goals and objectives and identifying and resolving issues.
  3. Three years experience in interpreting laws, rules, regulations, standards, policies, and procedures.  
  4. Six months experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.
  5. Six months experience in developing financial policies and procedures.
  6. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
