Description of Occupational Work

This class series uses six levels in the Administrative Services occupational group, Fiscal Services occupational series and describes accounting work which requires the application of accounting theories, concepts, principles and standards. Work ranges from performing standardized accounting activities through to overall management of a department's accounting services.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.
  • Analyzes, reconciles and consolidates vouchers, records, journals, ledgers and statements.
  • Monitors expenditures to ensure compliance with budgetary recommendations.
  • Reviews financial transactions and codes for conformance to standard procedures and accounts.
  • Compiles, analyzes and prepares a variety of statements and reports for state, special, private or federal funded programs for use in financial, budget and personnel planning. 
  • Develops cost projections based on past records and anticipated activities and makes fiscally sound recommendations.
  • Applies standardized accounting principles and practices.
  • Reviews internal accounting policies and procedures and makes recommendations for revisions.

Levels of Work

Accountant

This level is responsible for performing the full range of essential functions.
  • Works under the supervision of a technical or administrative supervisor.
  • May conduct special studies and develop or recommend minor changes in methods and procedures.
  • May assign and review the work of administrative support/accounting support staff.
Senior Accountant

This level is responsible for complex analysis, development of financial reports and recommendations and other assignments requiring a comprehensive, broad knowledge of accounting theories, principles, practices and procedures.
  • Determines most appropriate funds for charges; spot checks records and statements for accuracy; prepares adjustment vouchers and certifies payrolls.
  • Reviews, revises and institutes internal controls to ensure correct charging and accounting of disbursements and credits.
  • Reconciles multiple accounts of a complex nature.
  • Analyzes and evaluates financial data in the preparation of complex budgets and provides forecasts with supporting justification.
  • Provides complex analysis and information as part of overall program management.
  • Ensures fiscal conformance of grant budgets, purchases, drawing of funds and grant reporting to federal program rules and regulations.
  • May plan, assign and review the work of administrative support and/or non-exempt technical accounting staff; evaluates the performance of subordinates.
Administrative Accountant

This level is the highest technical accounting position for a division or department responsible for planning, coordinating, monitoring, and analyzing overall accounting processes and activities. As the highest technical level, this level would not report to a higher level in this series or other fiscal/administrative classes.
  • Reports to an administrative superior.
  • Serves as lead in all department/division accounting activities; ensures efficient, timely and accurate processing of transactions, accurate preparation, completion and distribution of financial reports and financial statements and consolidation of various accounting reports and records. Ensures activities are carried out in accordance with applicable department, state and/or federal rules, regulations, procedures and guidelines. Signs and approves financial documents. 
  • Establishes internal control within state accounting standards and develops recordkeeping and reporting requirements to meet agency needs.
  • Informs all department/division accounting staff of current laws, rules, policies, and procedures and providing technical and procedural guidance.
  • Monitors all budgetary accounts and records. Participates in the preparation of the division/department budget. 
  • Conducts comprehensive analysis of accounting processes/activities. Formulates and recommends new and revised policies and procedures.
  • Provides training to agency accounting staff on automated financial management systems, GAAP reporting, and other related fiscal and accounting systems and procedures. 
  • Provides information, guidance and advice to senior management and division head(s). 
  • May work with technical staff on the installation and upgrade of computerized accounting/financial management systems within the agency and/or overseeing the day-to-day operation and control.
  • May supervise an administrative support and/or technical accounting staff.
Fiscal Administrative Officer

This level is responsible for planning, coordinating and supervising a unit of subordinate fiscal exempt and non-exempt technical and administrative support staff at the division or department level.
  • Plans, assigns and reviews the work of subordinate technical and administrative support staff engaged in departmental fiscal programs, which includes reviewing and interpreting applicable laws, rules, regulations and procedures to ensure compliance.
  • Plans and provides training programs to subordinate staff and other agency staff members.
  • Monitors all budgetary accounts and records and provides appropriate advice and counsel to organization, management and operations staff. May assemble budget requests, to include back-up data from a variety of sources, and conferring with agency officials to advise on requirements of budget hearing and methods of presentation.
  • Ensures programs are operated according to applicable fiscal procedures and guidelines by conducting comprehensive audits and analysis of appropriate activities. Testimony in court may be required with respect to audit findings.
  • Supervises the preparation of financial statements, consolidation of various accounting reports and records and the verification of journal vouchers and payroll records.
  • Ensures the accurate completion and distribution of all monthly, quarterly or annual financial reports.
  • Participates in the formulation and recommendation of policies, procedures and regulations.
  • May establish internal control within statewide accounting standards and develop recordkeeping and reporting requirements to meet agency needs. Ensures proper and accurate fiscal recordkeeping and reporting procedures are implemented and maintained for compliance with state and/or federal budgetary constraints, rules and regulations.
Senior Fiscal Administrative Officer

This level is responsible for planning, coordinating and supervising a unit of subordinate fiscal exempt and non-exempt technical and administrative support staff for a large division or department.
  • Generally reports to an administrative superior who has broader responsibilities for the organization's support and staff functions.
  • Differentiated from the next lower level in this series by the size of the organization serviced relative to the variety and complexity of financial programs inherent in the operation.
  • Assigns and reviews the work of fiscal professional, paraprofessional and administrative support staff engaged in large division or department fiscal programs.
  • Supervises the assembling of budget requests, to include back-up data from a variety of sources, and conferring with agency officials to advise of requirements of budget hearing and methods of presentation.
  • Ensures programs are operated according to applicable fiscal procedures and guidelines by overseeing the conduct of comprehensive audits and analysis of appropriate activities. May be required to provide testimony in court with respect to audit findings.
  • Approves payment of state and federal funds to ensure control over expenditures.
  • Compiles financial data, reports and records from various fiscal units or operating sections within the division or department to provide comprehensive fiscal management.
Controller

This level provides total fiscal management/control of a department's financial resources. Functions as the principal financial officer of an operating department for the state.
  • Generally reports to an administrative superior who has other broader responsibilities for the department's total support/staff functions or to a top level department official.
  • Responsible for all accounting and auditing functions, financial reporting, consolidation of budgets, fiscal record keeping, and the development, modification and implementation of financial controls.
  • Plans, organizes, directs and implements financial systems and procedures through a unit of subordinate fiscal professional, paraprofessional and administrative support staff with the principal focus on managing the financial resources of the department.
  • Provides counsel and direction to unit managers and financial administrators concerning policies, procedures and interpretations of fiscal affairs.
  • Provides fiscal management information, reports, and briefings to top agency management, representatives from fiscal/financial agencies, or federal grant agencies.
  • Conducts indepth, comprehensive analysis and/or forecasting of fiscal matters.
  • Monitors all financial transactions to ensure compliance with all federal, state and agency rules, regulations, policies and procedures.
  • Prepares annual budgets involving state, special and federal funds and makes revisions to reflect changes in receipts, estimates, costs or program needs.

In addition to the above knowledge, skills and abilities, the Senior Accountant requires:
  • Knowledge of the methods and techniques used in complex financial and accounting data analysis.
  • Knowledge of federal grant and program accounting regulations and reporting requirements.
  • Ability to supervise staff.
  • Ability to make forecasts, utilizing financial records as basis for the projections.
In addition to the above knowledge, skills and abilities, the Administrative Accountant requires:
  • Skill in the evaluation and analysis of financial and accounting data.
  • Skill in the evaluation and determination of accounting system requirements necessary to meet agency needs.
  • Skill in understanding, interpreting and applying policies, rules and regulations.
  • Ability to plan and review the work of accounting staff.
  • Ability to prepare and explain a variety of financial reports.
  • Ability to train agency staff.
In addition to the above knowledge, skills and abilities, the Fiscal Administrative Officer requires:
  • Knowledge of investment accounting and reporting procedures.
  • Knowledge of auditing techniques.
  • Knowledge of the methods used to assemble, analyze and interpret financial and accounting data, and prepare reports from such data.
  • Knowledge of supervisory methods and techniques.
  • Skill in the application of sound judgement when interpreting and applying policies, rules and regulations.
  • Skill in the supervisory techniques.
  • Ability to plan, assign and direct the work of subordinates.
In addition to the above knowledge, skills and abilities, the Senior Fiscal Administrative Officer requires:
  • Knowledge of state governmental fiscal and budgetary processes.
  • Knowledge of applicable fiscal procedures and guidelines for programs.
  • Skill in conducting indepth, comprehensive analysis and/or forecasting of fiscal matters.
  • Ability to interpret and analyze financial data and reports.
  • Ability to plan and direct a program of accounting and fiscal services and controls.
  • Ability to direct a large accounting program.
In addition to the above knowledge, skills and abilities, the Controller requires:
  • Knowledge of the principles and practices of management.
  • Knowledge of the principles, practices and theories of accounting, auditing, budgeting and financial management.
  • Knowledge of procurement procedures.
  • Skill in directing a large accounting function.
  • Ability to manage a professional accounting and administrative support staff.
  • Ability to provide counsel and direction to unit managers and financial administrators concerning policies, procedures and interpretations of fiscal affairs.

Job Requirements

JOB REQUIREMENTS for Fiscal Administrative Officer
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in accounting using Generally Accepted Accounting Principles (GAAP).
  2. Three years experience in compiling, analyzing and interpreting financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
  3. Three years experience in analyzing financial problems, developing alternatives, recommending and advising management on solutions.
  4. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  5. Knowledge of budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  6. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
