Description of Occupational Work

Fiscal Associates perform paraprofessional fiscal and general office support work for the State’s financial operations such as accounting, bank or tax examinations, cash collections, cash management, financial analysis, timekeeping or payroll.

Employees apply bookkeeping principles and practices to record, review and process a variety of financial transactions, records and documents and maintain required files.  Work includes verifying codes and other information, classifying, calculating, computing, recording, posting, reconciling, summarizing and reporting on financial data.  Primary work is transactional in nature and includes entering, updating, modifying, deleting, retrieving and reporting on data in automated information systems and computer software, and gathering information for higher-level staff.  Work also includes answering procedural inquiries, preparing correspondence and distributing documents, requiring the use of standard office equipment. 

Work is distinguished from the Fiscal Advisor class series by performing work that is primarily transactional in nature within established procedures, practices and standards.  More complex accounting problems and irregularities are referred to higher-level professional staff who review work periodically and upon completion for overall standards of performance.  

Note: This career ladder series incorporates levels I and II.  Based on the level of work applicable to the employing agency and functional area, positions can be allocated up to level II.  The I level is to provide entry for hiring new employees into the class series and includes performing routine work under close supervision, with opportunity for growth. This does not preclude hiring new employees at higher levels.  To implement the career ladder, current employees are assigned to the level for which they meet job requirements and promotional standards. The promotional standards, a selection document under separate cover, sets forth the criteria that identify, measure, and verify successful performance at each level.  The advancement of employees through the career ladder is dependent on an agency's operational needs and distribution of work. 

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series. These functions are not an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, employees can complete job duties of a similar kind not specifically listed here.

  • Reviews forms and source documents such as bills, receipts, invoices, claims, or service contracts to complete purchase orders; confirms accuracy, completeness, required documentation and approvals in compliance with applicable procedures, practices and standards.

  • Verifies or determines correct classification and coding of transactions.

  • Uses commercial and proprietary automated information systems and computer software to enter, update, modify, delete, retrieve and report on data. 

  • Uses standard formulas to perform and verify calculations; monitors balances and identifies and reports discrepancies. 

  • Creates and maintains financial records, documents and files.

  • Prepares reports and summaries on the status of accounts or other financial data.

  • Participates in recommending changes to internal procedures, forms, or process enhancements.

  • Gathers and compiles data for higher-level staff.

  • Performs general office work and functions as assigned such as preparing correspondence and distributing documents.

  • May perform payroll entries and process payroll in automated information systems.

  • Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication.    

  • Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races. 

Levels of Work

Fiscal Associate I
This is entry level fiscal associate work recording, reviewing, and processing financial transactions, records and documents in support of the State’s financial operations.  Employees perform the full range of Essential Functions, completing routine and standardized assignments under close supervision.  

  • Receives close supervision from a technical supervisor; the supervisor provides specific instructions on all assignments, and frequent and detailed review of progress, accuracy, and quality of work.  Supervisory advice or assistance is readily available.   
  • Learns applicable automated information systems and computer software, and related procedures, practices and standards within assigned financial support area.
  • Seeks guidance from higher-level staff on work that is outside a range of specified, acceptable procedures, standards, alternatives, and practices. 
  • Communicates effectively with internal or external contacts to gather, clarify and relay information.
Fiscal Associate II
This is experienced level fiscal associate work recording, reviewing, and processing financial transactions, records and documents in support of the State’s financial operations.  In addition to work performed by a Fiscal Associate I, employees independently perform the full range of Essential Functions under general supervision, including routine and complex support work.  Examples of factors contributing to complexity include applying advanced technical knowledge and applicable state or federal laws, rules, and regulations to review, post, process and recommend approval of a variety of financial transactions, records and documents. 

  • Receives general supervision from a technical supervisor; the supervisor provides general direction on all assignments, and regular review of progress, accuracy, and quality of work.  Supervisory advice or assistance is provided as needed. 
  • Researches discrepancies by retrieving and examining original chronological records for miscalculations or posting errors.
  • Makes standard corrections, updates or adjustments to financial records, recommends action for more complex discrepancies, and maintains an audit trail.
  • Assists higher-level staff with research and analysis.  
  • May provide on-the-job training, guidance, and direction to staff. 
  • Communicates effectively with internal or external contacts to gather, clarify and provide information and resolve processing issues.

Knowledge, Skills and Abilities

The listed knowledge, skills, and abilities give a general indication of the core requirements for all positions in the class series; therefore, the KSAs listed are not exhaustive or necessarily inclusive of the needs of every position in the class.   

Note: Employees are not required to be proficient in the KSAs listed in this section at entry, but within six months to one year of performing work as described in each level of work.  

  • Knowledge of assigned agency operations, services, programs and organization.
  • Knowledge of bookkeeping principles and practices.
  • Knowledge of applicable laws, rules, regulations, standards, policies and procedures.
  • Knowledge of office practices, procedures, and equipment.
  • Knowledge of computer software and automated information systems used to enter, update, modify, delete, retrieve and report on data. 
  • Skill in preparing routine financial reports and statements.
  • Ability to apply analytical methods including computer applications to resolve bookkeeping/accounting problems. 
  • Ability to confirm accuracy and completeness of required documentation.
  • Ability to identify and report discrepancies.
  • Ability to organize and maintain up-to-date records and files.
  • Ability to meet deadlines.
In addition to the above knowledge, skills and abilities, the Fiscal Associate II requires:

  • Skill in applying bookkeeping principles and practices to record, review and process a variety of financial transactions, records and documents.
  • Skill in applying laws, rules, regulations, standards, policies and procedures applicable to assigned financial support area.
  • Skill in using computer software and automated information systems to enter, update, modify, delete, retrieve and report on data. 
  • Skill in resolving problems within established procedures, practices and standards.  
  • Skill in performing basic mathematical calculations.
  • Ability to establish and maintain effective working relationships with a variety of people.   
  • Ability to resolve processing issues independently and escalate as appropriate.  
  • Ability to provide on-the job training, guidance and direction to staff.

Job Requirements

JOB REQUIREMENTS for Fiscal Associate II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  1. Six months' experience in processing accounting, auditing or payroll transactions following applicable laws, rules, regulations, standards, policies and procedures.  
  2. Six months' experience in determining compliance of financial transactions with required documentation, computations, codes, signatures, rules or regulations. 
  3. Six months’ experience in preparing financial reports such as combining and presenting financial data from multiple sources in an organized format.

  1. Possession of an Associate's degree or higher in Accounting or related field.
