Under general supervision, to perform technical and specialized inspections and investigative work in the area of hazardous materials control and fire prevention; to review and approve hazardous materials, fire protection, and other plans and specifications; and conduct hazardous materials and fire prevention inspections. This is a civilian, non-safety position.
Reviews building and plot plans to ensure that hazardous materials control measures comply with local, state and federal codes, ordinances and nationally recognized standards. Consults with engineers, architects and developers who design hazardous materials control and fire protection systems to be used in buildings and properties. Reviews geotechnical contamination reports to assist in site cleanup. Conducts inspections of existing and new buildings and properties to obtain accurate hazardous materials inventories, to determine whether hazardous materials control and fire protection systems are properly designed, installed and maintained, to conduct risk assessment and to conduct fire prevention inspections. Investigates complaints pertaining to violation of hazardous materials laws and gives correction orders as necessary. Initiates civil and/or criminal actions as necessary. Appears as expert witness at hearings/court proceedings. Provides technical advice to other departments and agencies for permit approval of various processes and installations. Reviews the City's Hazardous Materials Codes for adherence to accepted engineering standards and recommends code revisions. Develops policies and procedures where local, state and federal laws do not clearly regulate hazardous materials. Reviews investigation information to assist in determining cause of certain hazardous materials incidents. Prepares and presents hazardous materials and fire department education to City personnel and to the public and interprets and clarifies code requirements. Prepares detailed narrative reports, statistical data, and maintains required records and databases. Assists in budget preparation for assigned area. Performs non-hazardous staff duties during major emergencies and may serve on the Emergency Operations Center team. Assists in preparing community promotions and public information related to assigned programs. Performs other duties as assigned.
Knowledge of: Technical hazardous materials inspection procedures and practices; local, state and federal codes and national standards relating to hazardous materials control, fire prevention, and building codes.
Ability to: Understand and interpret construction plans and applicable codes, regulations and laws; analyze data; recognize problems and make decisions; write concise reports; maintain accurate records; and establish and maintain effective working relationships.
License: Possession of a valid California Class C Driver's License and an acceptable driving record is required.
Certificates: Certificate of completion of PC 832 is highly desirable prior to appointment and required within one year of appointment. Possession of, or the ability to obtain within 180 days of appointment, a valid California Underground Storage Tank (UST) Inspector Certificate as required in the California Code of Regulations section 2715(j). Within 180 days of appointment, incumbents must complete and pass an aboveground storage tank training program and pass an approved Unified Program Agency examination as required by the California Health and Safety Code section 25270.5.
Desirable: Plans Examiner certification from the International Code Council; a University of California Hazardous Materials Management certificate; International Code Council Fire Inspector certification or; California State Fire Marshal Fire Inspector I courses and certification.
A combination of education, training and experience equivalent to 1) Graduation from college with a bachelor's degree in Environmental Science, Chemistry or a closely related field and two years of experience performing hazardous materials or fire prevention enforcement duties, including responsibility for plan checking and field inspection of hazardous materials facilities or 2) Graduation from college with an associates’ degree in Environmental Science, Chemistry or closely related field and five years’ experience performing hazardous materials or fire prevention enforcement duties, including responsibility for plan checking and field inspection of hazardous materials facilities.
Employment Information: Right to Work: Before employment candidates must submit documentation verifying legal right to work in the United States. Background Check: A pre-employment verification of background, references, and medical examination will be conducted. A drug screening may be required for some positions. Applicants for positions using City vehicles may be required to submit a DMV report. Probationary Period: Twelve months.
Deferred Compensation: $442 per year will be matched in a 457 Plan.
Medical & Dental Insurance: Up to $691 monthly towards a selection of plans. Medical insurance is effective the first of the month after date of hire. Dental insurance is effective the first of the second month after date of hire.
Optional Benefits: $469 monthly, applied toward medical insurance premiums. Cash-out option is not available.
Vision Insurance: City paid coverage for employees and dependents. Vision insurance is effective the first of the month after date of hire.
Life Insurance: City paid term life insurance equal to the employee's annual salary, and dependent life insurance of $2,000 per dependent.
Disability Insurance: City paid short and long-term disability coverage.
Retirement: Tier I - 2% @ 55/Single Highest Year of Compensation for Classic CalPERS members who worked for the City prior to December 31, 2012 and are returning to City employment. Employees make a 7% member contribution, and may be subject to compensation limits per Section 401(a)(17) of the IRC. Tier II - 2% @ 60/3-Year Final Compensation Period for Classic CalPERS members with less than a six-month break in service from another CalPERS or CalPERS'-reciprocal agency. Employees make a 7% member contribution, and may be subject to compensation limits per Section 401(a)(17) of the IRC. Tier III - 2% at 62/3-Year Final Compensation Period for New CalPERS members. Employees make a 6.25% member contribution, and are subject to compensation limits per Government Code Section 7522.10. Social Security: CalPERS members do not participate in Social Security retirement. Receiving a CalPERS benefit may affect your social security upon retirement. For further information contact a Social Security office or www.socialsecurity.gov/form1945.
Medicare: Employees participate only in the Medicare portion of Social Security. There is a 1.45% payroll deduction for this benefit.
Annual Leave: 14.5 days per year, increasing to 24.5 days after 15 years service, for vacation or sick leave. Employees may use vacation after successful completion of probation.
Personal Leave: 27 hours per calendar year.
Holidays: 12 paid holidays per year.
Part-Time Benefits: Regular part-time employees receive insurance, optional benefits, vacation, holidays, sick leave and disability programs proportionate to their regular work hours.
Tuition Reimbursement: $2,500 per year for tuition and books for courses taken at accredited institution after completion of probation.
Direct Deposit: Paychecks are automatically deposited to employee accounts.
Flexible Workweek: A 9/80 workweek is available for some positions.
