Under general direction, plans, organizes, and participates in advanced engineering surveys; determines compliance for legal subdivisions; prepares and checks subdivision plans, legal descriptions and lot line adjustments; and performs duties under the Subdivision Map Act as the City Surveyor.
Duties may include, but are not limited to, the following:
Plans, organizes, and directs survey personnel and participates in making a variety of surveys including land surveys to determine locations of property lines, boundaries, easements, and rights-of-way; topographic surveys to determine locations and elevations of existing improvements, structures, and topographic features; construction surveys for improvement projects; and, surveys to establish and monument street centerlines.
Examines preliminary construction project requirements; researches necessary information for projects and establishes project priorities; participates in pre-construction and other department meetings concerning survey matters.
Checks subdivision maps, legal descriptions and lot line adjustments for technical accuracy; determines compliance for legal lots; applies stamp and signature to documents as required under the Land Surveyors Act and the Subdivision Map Act as described in Section 66416.5 and Section 66442.
Maintains accurate records of engineering and property surveys, city property interests, and survey markers within public rights-of-way.
Performs a variety of office surveying duties including researching existing records and compiling data required for current survey projects and computing data to be shown on maps; prepares deeds and legal descriptions.
Responds to sensitive citizen inquires and complaints regarding engineering projects in progress, city property and survey monumentation.
Responds to requests from City Attorney or other staff regarding public street rights-of-way, utility easements, interpretation of property descriptions and other city property issues.
Supervises, trains, and evaluates the work performance of assigned personnel.
Performs other related work as required.
Knowledge of: land and construction surveying methods, practices, and techniques; methods and techniques used in the layout and construction of public works projects; principles of algebra, geometry, and trigonometry; engineering principles and practices; relevant laws and regulatory codes dealing with subdivision, construction, surveying, and real estate; research methods to determine information concerning previous land surveys; principles of supervision, training, and performance appraisal.
Ability to: understand and interpret legal descriptions, deeds and record surveys maps; understand engineering plans, diagrams, and survey notes; use and interpret the Subdivision Map Act and local ordinances; assist in city compliance with the Land Surveyors Act; use and care of surveying instruments and equipment; direct, supervise, and evaluate the work performance of staff; plan and effectively organize the work of a field survey crew; communicate effectively in verbal and written form; exercise effective interpersonal skills in dealing with the public; exercise judgment in making sound decisions.
License: Possession of a valid California Class C driver's license is required.
Certificates: Possession of a valid California Professional Land Surveyor license.
Environment: works in indoor office conditions and in the field, in seasonal climate and weather conditions with exposure to construction noise, equipment, dust, and debris; may drive a vehicle to different locations; works under pressure, in potentially stressful situations. Physical Abilities: hearing and speaking sufficient to exchange information in person or on the telephone; vision and hearing in normal range, with or without correction; audio-visual discrimination and perception for making observations; sits, walks and stands for extended periods of time; walking on uneven surfaces; bending, stooping, lifting, squatting, climbing; uses hands to handle, feel or operate standard office equipment including personal computer and surveyor tools; mental capability to use and apply reasoning and abstract statistical and engineering concepts; observe and interpret people and situations, perform detailed work on multiple concurrent tasks; work under deadlines. Hazards: exposed to noise, dust, dirt, and computer screens.
A combination of training and experience equivalent to an Associate degree in Engineering, Mathematics, Surveying, or related field and four years of progressively responsible field and engineering work experience, three years of which must have been in a position responsible for field surveys.
Employment Information: Right to Work: Before employment, candidates must submit documentation verifying their legal right to work in the United States. Background Check: A pre-employment verification of background, references, and medical examination will be conducted. A drug screening may be required for some positions. Applicants for positions using a City vehicle may be required to submit a DMV report. Probationary Period: Six months.
Deferred Compensation: The City contributes $168 per year to a 457 plan and will match $1,650 per year contributed by the employee, for a total benefit of $1,818 per year.
Medical & Dental Insurance: Up to $665 monthly towards a selection of plans. Medical insurance is effective the first of the month after date of hire. Dental insurance is effective the first of the second month after date of hire.
Optional Benefits: $495 monthly, which may be applied toward medical insurance premiums. Cash-out option is not available.
Vision Insurance: City paid coverage provided for employees and dependents. Vision insurance is effective the first of the month after date of hire.
Life Insurance: City paid term life insurance equal to the employee's annual salary, and dependent life insurance of $2,000 per dependent.
Disability Insurance: City paid short and long-term disability coverage.
Retirement: Tier I - 2% @ 55/Single Highest Year of Compensation for Classic CalPERS members who worked for the City prior to December 31, 2012 and are returning to City employment. Employees make a 7% member contribution, and may be subject to compensation limits per Section 401(a)(17) of the IRC. Tier II - 2% @ 60/3-Year Final Compensation Period for Classic CalPERS members with less than a six-month break in service from another CalPERS or CalPERS'-reciprocal agency. Employees make a 7% member contribution, and may be subject to compensation limits per Section 401(a)(17) of the IRC. Tier III - 2% at 62/3-Year Final Compensation Period for New CalPERS members. Employees make a 6.25% member contribution, and are subject to compensation limits per Government Code Section 7522.10. Additional details regarding the City’s retirement plan will be provided to candidates during the job offer process.
Social Security: CalPERS members do not participate in Social Security retirement so there is no payroll deduction. Receiving a CalPERS benefit may affect your Social Security upon retirement. For further information contact a Social Security office or www.socialsecurity.gov/form1945.
Medicare: Employees participate only in the Medicare portion of Social Security. There is a 1.45% payroll deduction for this benefit.
Vacation: 2.5 weeks, increasing to 4 weeks per year, after 10 years service. Employees may use vacation after successful completion of probation.
Personal Leave: 27 hours per calendar year.
Holidays: 12 paid holidays per year.
Sick Leave: 96-hour bank upon employment and additional accruals of 2 hours semi-monthly after 6 months of employment.
Tuition Reimbursement: $2,500 per year for tuition and books for courses taken at accredited institution after completion of probation.
Flexible Workweek: A 9/80 workweek is available for some positions.
