Under general supervision, administers and enforces environmental permits and regulations; conducts inspections; reviews and conditions new business projects; collects and analyzes samples and data. Represents the City at meetings; monitors budgets and user fees; prepares and processes site inspection reports and other reports in compliance with Federal and State environmental quality regulations.

An eligibility list is being established to fill the current vacancy, which focuses on wastewater programs, as well as future related vacancies in wastewater, stormwater, recycling and hazardous waste programs. The position is flexibly staffed and may be filled at either level depending on the qualifications of the applicants or needs of the City.

Depending on area of assignment in environmental regulation programs, duties may include, but are not limited to, the following:

Administers environmental inspection programs in compliance with Federal, State and local regulations; applies appropriate regulations and administrative rules; issues field directives, notices of violation, fines, or “stop work” orders as necessary. Explains regulations and administrative rules; confers with industrial and commercial representatives regarding environmental regulations, types of treatment equipment and pollution prevention techniques; evaluates historical performance and environmental quality data; evaluates information to determine violation of regulations; enforces compliance and resolves related problems. Performs other related duties as required.

Specialized inspection duties related to Ventura Water Wastewater may include: Monitors, maintains, evaluates and inspects activities proposed for new or redeveloped industrial and commercial projects for potential detrimental impact on collection systems, wastewater treatment plant processes, or general environment; assigns projects to the North American Classification System, predicts likely pollutants of concerns and structural components with potential for chronic illicit discharge, spills or overflows; screens new and existing businesses for minimum Federal, State and local thresholds that designate specific environmental requirements for application to the project; generates development conditions, and provides supporting information to planning department for proper application of pre-treatment, reclaimed water, and other environmental regulations; consults with intra-city departments, public, Industrial Users and contractors related to pre-treatment regulations and responsibilities; evaluates pre-treatment mitigation measures. Conducts plan checks for industrial pre-treatment construction; reviews and approves Baseline Monitoring Reports and Slug Discharge Control Plans; reviews and approves spill clean-up procedures; schedules and conducts inspections at industrial and commercial facilities; collects samples and conducts laboratory screening tests in compliance with the approved methods for the examination of waste and wastewater; interprets biological and chemical data and computes test results; evaluates industrial/commercial processes, flows, spill containment, wastewater sources, treatment equipment, and chemistry of pollutants; determines volume and strength of wastewater flow for billing of industries discharging waste to the City sewer system; installs, operates and maintains monitoring equipment. Monitors and inspects practices and procedures in relation to Industrial Users Best Management Practices; receives and evaluates industrial monitoring reports for non-compliance; conducts oversight of reclaimed water user installations and operations; prepares permit and sewer user fees; enforces non-compliance, records and manages historical records of inspections, sampling, reports, plans, non-compliance and enforcement actions, hosts Pre-treatment Compliance inspections by the approval authority; prepares periodic and submits compliance reports to the approval authority; assists in the development of local regulations and standards. Conducts pre-treatment site inspections of industrial and commercial businesses including periodic collecting and analyzing of industrial waste samples; logging self monitoring reports; conducts site inspections on related facilities; monitors site inspections; prepares and processes site inspection reports. Coordinates and administers the Wastewater FOG (fats, oils, and grease) inspection program. Provides staff assistance to solve a variety of industrial waste discharge problems; responds to complaints and inquiries pertaining to industrial waste; explains regulations and administrative rules; represents the City on various advisory committees relating to water quality control; prepares reports on compliance status for Federal and State water quality enforcement agencies; designs and implements system user surveys to identify industrial users and types of discharge; establishes billing rates for waste discharged by industry; compiles and maintains files on laboratory tests and other reference material; inputs, maintains and evaluates data in computer system.

Specialized inspection duties related to Public Works Stormwater may include:  Monitors, maintains, evaluates and inspects stormwater activities for compliance with Municipal Stormwater Permit including stormwater illicit discharge and illicit stormdrain connection program; reviews and approves illicit discharge procedures; inspects storm drains for illicit connections and responds to illicit discharges as needed; and maintains effective working relationships with the Countywide Stormwater Quality Program. Oversees and monitors stormdrain treatment and infiltration projects in new developments; conducts plan checks and inspections during design and construction; ensures post-construction maintenance and operation of stormwater treatment/infiltration systems. Monitors contractor stormwater activity relative to street sweeping program; responds to inquiries and complaints; improves operational processes; maintains records and monitoring reports.

Specialized inspection duties related to Public Works Recycling and Hazardous Waste may include:  Monitors, maintains, evaluates and inspects activities to ensure compliance with mandated recycling programs at construction sites, special events, and other sites; enforces documentation and mandated processes; maintains records and reports.  Monitors and ensures refuse/recycling practices and procedures are compliant with the City’s Franchise Agreement for Refuse/Recycling Collection; inspects trash/recycling trucks; responds to illegal rolloffs; enforces trash/recycling collection service standards; responds to customer complaints and inquiries.  Conducts site inspections related to the City’s Household Hazardous Waste (HHW) Collection Program; inspects and monitors HHW contractor’s performance; collects HHW from satellite collection centers throughout City; maintains compliance of City’s Permanent HHW collection facility; provides grant funded assistance to oil and paint recycling centers.


License:  Depending on assignment, possession of a valid California Class C driver's license may be required.


Environmental Compliance Inspector:

  • Possession of a CWEA Environmental Compliance Inspector Grade I certification is required within 12 months of appointment.

Senior Environmental Compliance Inspector:

  • When assigned to Ventura Water, possession of a CWEA Environmental Compliance Inspector Grade II certification is required within 12 months of appointment.
  • When assigned to Public Works, possession of a CWEA Environmental Compliance Inspector Grade II certification is highly desirable. 
  • When assigned to Public Works Household Hazardous Waste and Recycling, the possession of a HAZWOPER certification and a Forklift Operator certification is required within 6 months of appointment. 


Environment:  works in indoor office conditions and at work/construction sites with exposure to outdoor conditions, dust, construction activities, traffic, water and wastewater treatment plants; drives a vehicle to different locations; works under pressure, in potentially stressful situations. 

Physical Abilities:  hearing and speaking sufficient to exchange information in person, at formal presentations, or on the telephone; sitting or standing for extended periods of time, walking on uneven surfaces; uses hands to handle, feel or operate standard office equipment including personal computer; mental capability to use and apply mathematical reasoning and abstract statistical and engineering concepts; observe and interpret people and situations, perform highly detailed work on multiple concurrent tasks, work under intensive deadlines.  Ability to lift, load and transport heavy items including empty 55-gallon barrels, full 5-gallon paint buckets, and various boxes and containers containing household hazardous waste.

Hazards:  exposed to traffic, fumes, dust, dirt, sewage, and computer screens.


A combination of education, training and experience equivalent to two years college with major course work in stormwater and wastewater chemistry, organic or inorganic chemistry, biology, or science related to the environment, AND

Environmental Compliance Inspector: one year of progressively responsible experience conducting laboratory tests and inspections related to the evaluation of wastewater, storm water, raw water discharge, recycling or hazardous waste related to assigned area; or two years of experience performing wastewater analysis, collection system operation, water treatment plant operations, or wastewater treatment plant operations.

Senior Environmental Compliance Inspector: three years of progressively responsible full-time experience inspecting a variety of pretreatment systems, facilities and processes of industrial, commercial, residential and institutional establishments for compliance with Federal, State and local regulations and permit conditions related to pretreatment of wastewater and storm water, recycling or  hazardous waste, depending on assigned area.  An Associate's degree is highly desirable. 


Employment Information:  Right to Work:  Before employment candidates must submit documentation verifying legal right to work in the United States.  Background Check:  A pre-employment verification of background, references, and medical examination will be conducted.  A drug screening may be required for some positions.  Applicants for positions using City vehicles may be required to submit a DMV report.  Probationary Period:  Twelve months.

Deferred Compensation:  $442 per year will be matched in a 457 Plan.

Medical & Dental Insurance: Up to $691 monthly towards a selection of plans.  Medical insurance is effective the first of the month after date of hire.  Dental insurance is effective the first of the second month after date of hire.

Optional Benefits: $469 monthly, applied toward medical insurance premiums.  Cash-out option is not available.   

Vision Insurance: City paid coverage for employees and dependents.  Vision insurance is effective the first of the month after date of hire.

Life Insurance: City paid term life insurance equal to the employee's annual salary, and dependent life insurance of $2,000 per dependent.

Disability Insurance: City paid short and long-term disability coverage.

Retirement:  Tier I - 2% @ 55/Single Highest Year of Compensation for Classic CalPERS members who worked for the City prior to December 31, 2012 and are returning to City employment.  Employees make a 7% member contribution, and may be subject to compensation limits per Section 401(a)(17) of the IRC.  Tier II - 2% @ 60/3-Year Final Compensation Period for Classic CalPERS members with less than a six-month break in service from another CalPERS or CalPERS'-reciprocal agency.  Employees make a 7% member contribution, and may be subject to compensation limits per Section 401(a)(17) of the IRC.  Tier III - 2% at 62/3-Year Final Compensation Period for New CalPERS members.  Employees make a 6.25% member contribution, and are subject to compensation limits per Government Code Section 7522.10.  Additional details regarding the City’s retirement plan will be provided to candidates during the job offer process.

Social Security: CalPERS members do not participate in Social Security retirement. Receiving a CalPERS benefit may affect your social security upon retirement. For further information contact a Social Security office or www.socialsecurity.gov/form1945.

Medicare: Employees participate only in the Medicare portion of Social Security. There is a 1.45% payroll deduction for this benefit.

Annual Leave: 14.5 days per year, increasing to 24.5 days after 15 years service, for vacation or sick leave. Employees may use vacation after successful completion of probation.

Personal Leave:  27 hours per calendar year.

Holidays: 12 paid holidays per year.

Part-Time Benefits: Regular part-time employees receive insurance, optional benefits, vacation, holidays, sick leave and disability programs proportionate to their regular work hours.

Tuition Reimbursement: $2,500 per year for tuition and books for courses taken at accredited institution after completion of probation.

Direct Deposit: Paychecks are automatically deposited to employee accounts. 

Flexible Workweek: A 9/80 workweek is available for some positions.
